done by the united Sangha… done after an offense has been imposed, done according to the Dhamma, done by the united Sangha – With these three factors, monks, the act of suspension for not seeing an offense is an act of Dhamma, an act of Vinaya, and well-settled. Here ends the twelvefold Dhamma-act of suspension for not seeing an offense. The Sixfold Wishing 50. [pari. 323] “With three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. He is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a maker of legal questions in the Sangha; he is foolish, inexpert, prone to offenses, unrepentant; he lives in association with laypeople, with inappropriate lay associations – With these three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. “And with other three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. He is corrupt in higher virtue, he is corrupt in higher conduct, he is corrupt in higher view – With these three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. “And with other three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. He speaks dispraise of the Buddha, he speaks dispraise of the Dhamma, he speaks dispraise of the Sangha – With these three factors, monks, if a bhikkhu is endowed, the Sangha, if it wishes, may perform an act of suspension for not seeing an offense. For not seeing an offense, one may impose the act of suspension. For three bhikkhus, monks, if the Saṅgha wishes, for not seeing an offense, it may impose the act of suspension. One is deficient in higher virtue, in virtue; one is deficient in higher conduct, in conduct; one is deficient in higher view, in view – for these three bhikkhus, monks, if the Saṅgha wishes, for not seeing an offense, it may impose the act of suspension. And for other three bhikkhus, monks, if the Saṅgha wishes, for not seeing an offense, it may impose the act of suspension. One speaks dispraise of the Buddha; one speaks dispraise of the Dhamma; one speaks dispraise of the Saṅgha – for these three bhikkhus, monks, if the Saṅgha wishes, for not seeing an offense, it may impose the act of suspension. On the act of suspension for not seeing an offense. The chapter on "if one wishes" (sixes) is finished. The forty-three duties. 51. By a bhikkhu, monks, who has had the act of suspension imposed for not seeing an offense, proper conduct should be observed. And this is the proper conduct: he should not give ordination, he should not give reliance, he should not attend to a novice, he should not accept the appointment as an instructress of bhikkhunīs, even if appointed, he should not instruct bhikkhunīs. The offense for which the Saṅgha imposed the act of suspension for not seeing an offense, that offense should not be committed, nor another similar to it, nor one worse than it; the act should not be disparaged, those who performed the act should not be disparaged. Well then. From a bhikkhu not in good standing, No salutation should be accepted, No rising up, No reverent salutation, No proper conduct, No offering of a seat, No offering of a bed, No water for the feet, No footstool, no foot-mat, No receiving of bowl and robe, No back-rubbing during bathing should be accepted. A bhikkhu not in good standing Should not be encouraged in moral transgression, Should not be encouraged in conduct transgression, Should not be encouraged in view transgression, Should not be encouraged in livelihood transgression. A bhikkhu should not be divided by bhikkhus. The banner of householders should not be borne. The banner of sectarians should not be borne. Sectarians should not be associated with. Bhikkhus should be associated with. The training of bhikkhus should be trained. With a bhikkhu not in good standing, One should not dwell in a dwelling with a single roof. Nor in a non-dwelling with a single roof. Nor in a dwelling or non-dwelling with a single roof. Having seen a bhikkhu not in good standing, One should rise from one's seat. A bhikkhu not in good standing Should not be assailed, inside or outside. For a bhikkhu not in good standing, The Uposatha should not be established. The Pavāraṇā should not be established. No admonition should be made. No accusation should be raised. No opportunity should be given. He should not be reproved. He should not be reminded. He should not be associated with by bhikkhus. Regarding the act of suspension for not admitting an offense. The forty-three observances are finished. Now then, the Sangha performed an act of suspension for the bhikkhu Channa, for not admitting his offense – non-communion with the Sangha. He, having been suspended by the Sangha for not admitting his offense, went from that dwelling to another dwelling. There, the bhikkhus neither saluted him, nor rose up for him, nor performed the act of reverent salutation nor proper conduct, nor honored him, nor respected him, nor esteemed him, nor worshipped him. He, not being honored by the bhikkhus, not being respected, not being esteemed, not being worshipped, being treated with disrespect, went from that dwelling also to another dwelling. Even there the monks did not greet him, nor rise up for him, nor make the gesture of respect, nor proper courtesy, nor honor him, nor revere him, nor esteem him, nor worship him. He, not honored by the monks, not revered, not esteemed, not worshipped, treated without respect, went from that dwelling to another dwelling. Even there the monks did not greet him, nor rise up for him, nor make the gesture of respect, nor proper courtesy, nor honor him, nor revere him, nor esteem him, nor worship him. He, not honored by the monks, not revered, not esteemed, not worshipped, treated without respect, returned again to Kosambi. He behaves properly, he sheds his hair, he acts for reconciliation, approaching the monks, he says this: "Friends, by the Sangha, for not seeing an offense, I was suspended, but I behave properly, I shed my hair, I act for reconciliation. How then should I proceed?" The monks reported this matter to the Blessed One... "In that case, monks, the Sangha should, for the monk Channa, for not seeing an offense, revoke the act of suspension." The Forty-Three Not to Be Revoked 53. "Monks, for a monk endowed with five qualities, for not seeing an offense, the act of suspension should not be revoked. He gives ordination, he gives dependence, he attends to a novice, he approves of the appointment as an instructress of nuns, and even when appointed, he instructs nuns – Monks, for a monk endowed with these five qualities, for not seeing an offense, the act of suspension should not be revoked." Furthermore, O bhikkhus, for a bhikkhu endowed with five factors, for not seeing an offense, the act of suspension should not be revoked. He accepts the salutation of a bhikkhu in good standing, the rising up, the act of reverence, the respectful acts, the offering of a seat – A bhikkhu endowed with these five factors, O bhikkhus, for not seeing an offense, the act of suspension should not be revoked. Furthermore, O bhikkhus, for a bhikkhu endowed with five factors, for not seeing an offense, the act of suspension should not be revoked. He accepts the offering of a bed, the foot water, the foot stool, the foot mat, the receiving of bowl and robe, the back-rubbing during bathing of a bhikkhu in good standing – A bhikkhu endowed with these five factors, O bhikkhus, for not seeing an offense, the act of suspension should not be revoked. Furthermore, O bhikkhus, for a bhikkhu endowed with five factors, for not seeing an offense, the act of suspension should not be revoked. He disparages a bhikkhu in good standing for moral transgression, he disparages for conduct transgression, he disparages for view transgression, he disparages for livelihood transgression, he causes a bhikkhu to split from bhikkhus – A bhikkhu endowed with these five factors, O bhikkhus, for not seeing an offense, the act of suspension should not be revoked. Furthermore, O bhikkhus, for a bhikkhu endowed with five factors, for not seeing an offense, the act of suspension should not be revoked. He wears the lay banner, he wears the sectarian banner, he associates with sectarians; he does not associate with bhikkhus, he does not train in the bhikkhu training – A bhikkhu endowed with these five factors, O bhikkhus, for not seeing an offense, the act of suspension should not be revoked.
