Those who observe the weather cannot understand the reason, but simply say, 'The sky will send down rain.' Or, the people engage in many illegal and wicked deeds, and because of these illegal and wicked deeds, the sky does not send down rain. This is called the fifth reason why the sky does not send down rain.
