The teacher, seeing that he was destined, immediately manifested a great mandala and, by bestowing empowerment, he attained the body of a vidyādhara at that very moment. Those of inferior faculties and extremely difficult to tame should be gradually led onto the path. First, transform their minds by explaining the faults of samsara and the benefits of liberation. As just explained, the common lower two vows, namely the Pratimoksha and the Bodhisattva vows, in this context, the way they become branches of the empowerment of the unsurpassed Vajrayana is also as follows: When one with Pratimoksha and Bodhisattva vows obtains the Mantra vows, the Pratimoksha becomes the vows against misdeeds of mantra, and the Bodhisattva vows transform into the vows of Vairochana. Therefore, among the common and special unsurpassed vows of mantra, as common vows, all the vows of Pratimoksha and the outer tantras of mantra are complete. Moreover, in the Vajradhara lineage where the lower two vows have not preceded, there will also be Pratimoksha and Bodhisattva vows obtained only through empowerment. As it is said: "Pratimoksha and Bodhicitta, the assembly of vows within the Vidyadhara, I have completely taken without exception," etc., because it is promised during the preliminary stage of empowerment. Furthermore, for the Vidyadhara lineage with the vows of great equality, all the Vinaya vows of the lower automatically gather together. The root tantra, the Secret Essence Tantra, says: "In the vows of the unsurpassed supreme, with the empowerment of discipline, morality, and all the immeasurable vows, all are completely gathered.
