Restoring Damage. Restoring Damage. Now, concerning the restoration of damage, there are two types: restoring transgressions and restoring disputes. First, let's supplement and explain what is not covered in the scriptures. Restoration is done through coercion for those who are unwilling, and through confession for those who are willing. The first of these is: A Bhikshu punishing (59b) another Bhikshu, or a Bhikshuni, with the authority of parents, including rebuke, expulsion, repatriation, etc., which are four types; seven expulsions; and two suspensions of Uposatha and Pravāraṇā, totaling thirteen. Combining the seven expulsions into one, these thirteen become seven coercions. Adding the two Śrāmaṇeras to the thirteen makes fourteen. Inverting the alms bowl for householders makes fifteen. Among these, punishment refers to threatening those who quarrel with the four acts of Karma, and if that doesn't work, threatening with expulsion. Rebuke refers to rebuking a Bhikshu who repeatedly does not confess residual offenses, using a lighter means. Expulsion refers to expelling someone who ruins a family or from a place that ruins families. Repatriation refers to repatriating friendly people and those who are respectful, for actions such as despising householders. The seven expulsions refer to being expelled for claiming to have not seen a residual offense or other transgression; or for saying that a transgression did not occur and not confessing; or for not abandoning wrong views, like drinking alcohol; or for engaging in quarrels; or for not being pacified after a thorough decision; or for creating the cause of quarrels; or for associating with Bhikshunis through flirtation and frivolity. Suspending Uposatha means that if one cannot be controlled by admonishment, they are not allowed to participate in the Uposatha with the Sangha. Suspending Pravāraṇā means that if (60a) they still cannot be controlled, Pravāraṇā is suspended. Inverting the alms bowl means that if householders insult renunciates, a Karma of supplication is performed, and the renunciates abandon the enjoyment of material possessions. The enforcer of coercion is a Bhikshu with discipline, the time is during the summer retreat, and not during a time of emotional disturbance. The method is: in the preparatory stage, the speaker designated by the Sangha gives the talk and reminders; in the main stage, the four Karmas are performed; in the concluding stage, a summary is given. First, if after committing a root downfall, one does not confess to someone who can speak and understand before the next dawn rises, then the vows of a lineage that has been purified and can obtain results in this life will not be restored, so confession to the actual object is not mentioned, but the preliminary practices and the remedy for the preliminary practices are mentioned. Second, before relinquishing the precepts, if any root downfall is committed and has never been concealed, or if on the day after that, before dawn rises, one confesses to a confessional object possessing five characteristics, then it is said that the precepts should be given, that is, with strong remorse, one goes to the Sangha, requests acceptance, and then the Sangha's officers bless the things that correspond to the committed offense (60b), express agreement with the place, complete what should be done, and pray three times. Then the officers give the precepts through the four karmas, and then make him a Bhikshu, placing him below the rank of Bhikshu ascetics and above the Shramaneras. Except for one's own disciples, one does not accept the reverence due to a Bhikshu. One does not sit on the same seat as others. One does not give the position of an Upadhyaya and vows. One does not recite sutras. One does not supplement the karma. One protects the Bhikshu's precepts as they are. Third, first is the confession of the thirteen remaining offenses. If one commits an offense, one confesses to a Bhikshu before dawn rises. If one conceals it, because one is not a special person, one must undergo the punishment of squatting for as long as one has concealed it, so the Sangha blesses the things that correspond to the committed offense, expresses agreement with the place, completes what should be done, prostrates, and prays three times to squat and receive punishment. Then the Sangha's officers give punishment through the four karmas. If one does not remember the time of concealment at the beginning, one recites "from an immeasurable time" to transform it. The method of carrying out the punishment is mostly similar to giving the precepts, but this cannot force giving and receiving. If there is no one else, one can recite sutras. One sits below the rank of ascetics. One recounts the past and future every day. If one is undergoing punishment in a distant place for a long time, one recounts it once every three days. If there are other concealed remaining offenses, one starts from the name of that offense.
