Explaining the difficult points of both Shamatha and Vipassana without reversing the intention of the Victorious Ones. Explaining the difficult points of both Shamatha and Vipassana without reversing the intention of the Victorious Ones. Explanation of the difficult points of both Shamatha and Vipassana without reversing the intention of the Victorious Ones is complete. In the case where Shamatha and Vipassana are each insufficient and both must be relied upon, the Sutra of Assembling the True Dharma says, "If the mind is placed equally, it will know as it is." The meaning of this is not that if one merely becomes accustomed to placing the mind in one-pointed concentration, one will realize the meaning of the true Dharma. Rather, it should be added, "with the mind placed equally." Its meaning is that after the mind is stabilized on the object of focus by the Shamatha of equal placement, if one examines that very thing with wisdom, then it will be clearly explained that the wisdom of realizing the meaning of the true Dharma arises. As it says in the First Stage of Meditation, "Thus, when Shamatha has stabilized the mind on the object of focus, if one examines it with wisdom, the light of true wisdom will arise. At that time, as the light arises, obscurations will arise as if dispelling darkness. Both of these, like the eye and light, abide in mutual harmony when true wisdom arises, and are not incompatible like light and darkness. Samadhi is not the nature of darkness, because the characteristic of one-pointedness of mind is that if one can abide equally, one will know as it is. Therefore, it is extremely compatible with wisdom, and not incompatible." Thus it is said. Therefore, gaining stability of mind by meditating on Shamatha is like light. Examining suchness with wisdom should be understood as being like the eye. Shamatha is the mind abiding unwaveringly in one-pointedness, and Vipassana is examining the object, so one should not think that one will harm the other. Furthermore, it is unreasonable to say that a mind separated from Shamatha is like a lamp flickering in the wind, and that with the power of Shamatha it is like a flame abiding in a windless place, unshaken by the wind of discursive thoughts. Because in the method of analytical meditation of Vipassana, even if Shamatha is accomplished, when meditating on Vipassana, one is still shaken by the wind of discursive thoughts.

If it is thought to be for this reason, if it is admitted that when practicing vipassanā on the basis of having accomplished śamatha, all movements of the mind will cease, then this fault exists. However, it is not merely the cessation of the mind's movements, but because it is said in consideration of ceasing the faults of movement. What are the faults of movement? It is that when settling the mind on an object that one desires, the mind involuntarily runs to an object that one does not desire. Regarding the manner of determining the order, if one does not practice śamatha, but from the beginning becomes accustomed to merely settling the mind on the view, then the samādhi that arises from that may become a worldly meditation. However, that is also something that arises from the practice of śamatha, and not something that arises from the practice of vipassanā. Therefore, one still needs to generate something that arises from the practice of vipassanā. Therefore, it is necessary to first engage in śamatha, and then generate something that arises from the practice of vipassanā through analytical meditation. Therefore, one must first practice śamatha, and then practice vipassanā after that. If one is able to generate a worldly arising from meditation that focuses on suchness, one cannot say that merely practicing that much will enable one to generate a supramundane arising from meditation, because it would be too extreme to apply that to all the qualities of worldly arising from meditation. Furthermore, the *Sūtrālaṃkāra* states that by relying on the prior accomplishment of śamatha, one can induce pliancy through analytical meditation, and thus practice vipassanā, etc., which contradicts many treatises that explain the order as being definite, and therefore it is not permissible to think in that way. In this way, except for the special case in the views of other vehicles where a qualified subject meditates on suchness, in all situations where vipassanā arising from meditation has not previously been generated, and a new vipassanā arising from meditation is generated, it is necessary to rely on having previously practiced śamatha, and to practice vipassanā through analytical meditation. If śamatha is practiced through stabilizing meditation, and vipassanā is practiced through analytical meditation, even so, what is the reason why it is necessary to first practice śamatha, and then practice vipassanā in that order? This is difficult to understand, so it will be explained: for example, when holding an axe in one's hand and chopping down a tree, if the hand trembles greatly, the axe chops
