Scattered actions are: Although revolving around the king's rule like a wheel, if you do not exert the sharp power of diligence and wisdom, like King Dza and Gewang, father and son. 22. Therefore, seek opportunities to practice the ten dharmas, inwardly at night, yogis on the Vajra path, relying on supreme diligence and meditation, will touch the Prajnaparamita. 23. Opposite to this are the great abysses of downfall, robbing stupa property and monastic gatherings, abandoning the scriptures and realized Dharma, let alone those who hold vows, even those who hold mere signs. 24. Robbing the kasaya, allowing them to reside in lay life, beating and robbing wealth, putting them into labor or killing them, killing parents, arhats, and dividing the sangha, committing any of the five heinous crimes. 25. With the wrong view of believing there is no afterlife, for the ten paths of non-virtue, joining oneself and causing others to join, these are the five root downfalls for a king. 26. Even giving up this life is easy, abandon these, likewise destroying towns and villages, etc., these are the five root downfalls that ministers must avoid, abandon them because they are close to the side of destruction and admonishment. 27. If all unspeakable paths and all doors of entanglement arise from mind and mental factors, then with correct worldly view and mindfulness, with reverence, white dharma will greatly increase. 28. Even in this life, the noble manifests, royal wealth increases and harvests are abundant, the power of merit is not trampled by external enemies, just as one is placed on the throne revered by many. 29. From the auspicious arising of that good aspiration, ultimately the realm of Dharma that is certainly good, at the top of the ladder of the Land of Bliss, may you abide in the royal power of the snowy mountain and great ocean. 30.
