Even if harmed, diligently employ three skillful means, practicing them from beginning to end, and adopt the conduct of pacifying conflicts. In these later times, due to the ignorant and foolish nature of kings, ministers, and leaders, one should diligently pursue methods of reconciliation. Even the arrogant are fond of wealth, so abandon it for the sake of war, and abandon villages for the sake of cities; this is the second diligence. As it is said in the Jataka tales: For the sake of the household, abandon one thing; for the sake of life, abandon the household; for the sake of the country, abandon the city; it is said one should not abandon it for oneself. If even that does not bring peace, then increase the glory and power of the army, draw many sides near, and display a conduct that terrifies the enemy. If one cannot be turned back by the three diligences, then I have no joy in war, and the populace should not be destroyed; even if destroyed, they should be restored. If one does not overcome the side of evil, one cannot even preserve one's life, and the teachings will also decline; one should keep this in mind. Among the warriors stationed at the front lines of battle, there are three levels: superior, intermediate, and inferior. The inferior should be deployed first, and the cavalry should be behind. In order to allow them to cross safely, to make their conduct firm, and to show the place of repaying kindness, the king himself should follow behind. Thus, through skillful means, one can either defeat the enemy army, or even if wounded, the king can reduce his faults. Likewise, one should train in the eight recognitions. Treat the people of the land like children, and regard them harmoniously with a loving heart. In conduct, abandon anger towards the land, and immediately reward them with food and wealth. For long-term benefit and happiness, uphold the eight-limbed precepts and the ten virtues, and prohibit the exploitation of mountains and rivers. Taxes may be collected reasonably, but if crops are damaged by hail or seasonal irregularities, avoid squeezing the people like oil. Even if punishing the unruly, it is not to vent anger upon them, but like a doctor performing bloodletting and cauterization on a disease, one should correctly contemplate the ritual of eliminating faults. Enjoying what is plundered from the people is not beautiful as a great ornament. Even if one is skilled in the use of weapons, who would regard a hunter as a hero? In this world, the cause of enemies arising lies in resentment and hatred. Resentment and

If anger is cut off, enemies easily turn into friends. Since one belongs to the five kinds of intimacy, one should not commit adultery with a woman who has laws. Like the story of the face in the mirror, make judgments without partiality. It is for the sake of protecting oneself. One should always look after friends. With this connection of being friends with everyone, many enemies will disappear. When going to the next world, royal power and wealth will not follow. Diligently practicing Dharma is the most excellent of all ascetic practices. The first chapter of advice to the king is complete. A person who is greedy for sleep and drowsiness will not obtain good results. If one obtains them, then the fault of laziness becomes a lie. Some people abide in miserliness, even if they obtain perfect enjoyment, it is heard that at the time of death they will go empty-handed to the city of evil destinies. Killing the lives of other beings is killing oneself. Needless to say, harming others, even in this life one will have a short life. A person who likes to drink alcohol will not protect his lineage and merits. The position of the great and the glory of wealth will disappear along with the contempt of the wise. If things are ruined by laziness, how can one obtain new things? Even if one has perfect diligence, it will become bad due to carelessness. For the wealth and enjoyment of others, generating greed and jealousy, friends will flee, it is the door to cutting off family harmony, one should abandon it. For an extremely stingy and tyrannical person, even parents will flee, what need is there to mention other people? Pacifying anger, there are many retinues. Eating too much is not wise, let alone the debt of food, the body is heavy, virtue declines, and even attacks life. Liking noise and chatter is a container of many regrets, even if one abides in the path of Dharma, one is far from the two truths. The mouth is the door of sin, so one should speak cautiously among the crowd. Evil words are like a flood, with many harms and difficult to reverse. Even if it is a true word, whether to speak it or not, the wise should be cautious. Speaking the truth is harmful to oneself, like the story of the tyrant who likes to see it. A person who does not restrain himself likes cats, therefore, that person's householder and his own wife also become enemies.
