Because it was said that way. To show the third distinction, the phrase "the body of the oneness of knowledge and the object of knowledge" appears. The meaning is that the Kalachakra Dharma possesses the third distinction, because it possesses the distinction of the inseparable two bodies of the unchanging bliss of wisdom and the form of the empty form Vajradhara.
