The Second Council. The Second Council. The second council: One hundred and ten years after the passing of the Teacher, the monks of Vaishali practiced ten unlawful things. At that time, in Vaishali, an Arhat said, "Everything is desirable," possessing eight liberations, with a narrow mind. Upon inquiring, they learned that they were practicing ten unlawful things, and all became desirous. Is it permissible to practice Alala's allowance? What is that? The monks of Vaishali have inconsistent views and practices, and in accordance with what is not Dharma, they perform Dharma actions and allow it by the name of Alala. Venerable one, it is not permissible! Where was it established? Based on what was it established? On the group of six. What offense does it become? An offense of wrong-doing. This elder, the first basis, has transgressed the Sutra Pitaka, transgressed the Vinaya Pitaka, separated from the Teacher's teachings, does not enter the Sutra Pitaka, does not heed the Vinaya Pitaka, and is contrary to the nature of Dharma. If one shows allowance and practices it, is it left indifferent? They sit without saying anything. That elder is there, therefore, this should be reported. Is it permissible to allow with subsequent approval? Combine as before with the five, and having done the work as before, allow the nearby monks to approve, and thereby allow it. It is not permissible, an offense of wrong-doing to the group of six. Universal practice is to dig the ground with one's own hands and universally practice, thereby allowing it. In Shravasti, it is a Nissaggiya Pacittiya offense to the group of six. Salt is, for as long as one lives, mixed with timely medicine and practiced, and made into timely medicine. A sick person sucks wine like a worm in a lotus, and after drinking it, the sick person feels it's okay, which is a cause of downfall for those who come well in Shravasti. Mixing things and feeling it's okay involves stirring a full container of milk and a full container of yogurt and eating it at an inappropriate time, which is a cause of downfall for many in Shravasti. A cushion is using an old cushion, surrounded by the height of a sugata's span, without patching the rough spots, which is a cause of downfall for many in Shravasti. Gold and silver involve smearing a begging bowl with fragrant perfume, placing it on the head of an ascetic, placing it on a seat with a cushion, and saying at roads and crossroads, 'This begging bowl is good; if you give or pour here, it will turn into a great fruit.' Then, Fame speaks as before to the deceitful in the city full of wealth, and to the wealthy in Sankashi, and to the obstructors of the crescent moon of the red ones, with a joyful mind, and to the unyielding of Suganana, and to the rightly born of Mahendra, and to the dwellers of the boat in Lhanchik. He says, 'You rest, and I will look for patrons,' and then goes to look for patrons. Then, the monks of Vaishali ask Fame's disciple, 'Where has the abbot gone?' Another says, 'You are practicing what is not permissible and creating blisters in the teachings, so you will definitely be expelled from your dwellings.' Hearing these words, they become afraid and give Fame's disciple robes and Dharma garments, etc., as collateral. Then, Fame finds patrons and returns, and those disciples say, 'Abbot, it is right to reverse such thoughts. In the scriptures of the departed Teacher, if it is permissible to live in such and such a way, why do you do harmful things to them?' They say,
