The location is in places such as the Himalayas and Vaishali. The disciples are those who are fond of various vehicles, but should be Bodhisattvas who have truly entered all vehicles. Regarding the time, Chimpa says ten years. Khrolo says twelve years. Chak says seven or nine years. Some say twenty-six or twenty-eight years. I have not seen a clear source for these time determinations. Regarding the Dharma, the Dharma of Discriminating the Definitive Meaning, the first turning of the wheel previously refuted the view of non-existence, and the grasping of existence became strong. The intermediate wheel made the view of non-existence stronger. This wheel shows that the imputed does not exist, the dependent exists conventionally, and the two, the perfectly established, exist ultimately, thereby refuting the grasping of the two extremes, and is the definitive meaning without dispute. The first two are provisional meanings with dispute. This is the view of the Mind-Only school. In the *Saṃdhinirmocana Sūtra* it says: 'Then, the Bodhisattva Paramārtha-samudāgata said to the Blessed One: 'Blessed One, at first in Varanasi, in the Deer Park at Ṛṣipatana, for those who have truly entered the Śrāvakayāna, by explaining the four noble truths, you turned a wheel of Dharma that was incredibly marvelous, which previously neither gods nor humans had ever turned in accordance with the Dharma in the world. The wheel of Dharma turned by the Blessed One was unsurpassed, situational, of provisional meaning, and a place of dispute. The Blessed One, starting from the non-self-nature of all dharmas, starting from non-arising, non-cessation, primordially peaceful, and naturally completely liberated, for those who have truly entered the Mahāyāna, by way of explaining emptiness, turned the second wheel of Dharma, which was extremely marvelous and rare. The wheel of Dharma turned by the Blessed One was also unsurpassed, situational, of provisional meaning, and a basis for dispute.

Beginning from the state of peace and complete nirvana by nature, the third wheel of Dharma, which is wonderful and marvelous, possessing excellent distinctions for those who have correctly entered all vehicles, was turned. This wheel of Dharma turned by the Bhagavan is unsurpassed, unparalleled, and of definitive meaning, not a basis for dispute. Thus it was said. It is to establish the Middle Way by dispelling doubts about the two extremes of purpose. The Madhyamikas consider the first and last teachings to be interpretable, and the middle one to be of definitive meaning. The previous quotations are explained as interpretable. Some explain that it is to resolve the contradiction between the first two teachings: In conventional truth, everything exists; in ultimate truth, it does not exist. Therefore, how can existence and non-existence contradict each other in the same entity? As it is said in the Lankavatara Sutra. They say that this is the view of the Madhyamikas, not of the Cittamatrins, because the Cittamatrins do not accept that even a single truth exists in ultimate truth. The Cittamatrins cannot resolve the contradiction between the views of the Shravakas and the Madhyamikas. Some say that the first is the wheel of the four noble truths, the second is the wheel of the two truths, and the third is the wheel of not establishing truths. In the third, the establishment of the four truths or the two truths is proven by valid cognition. Some say that the third is the wheel of various vehicles because it teaches various vehicles. As it says in the Gandavyuha Sutra: Just as illusion and mirage, dream water-moon and echo, with various similar Dharma methods, the Protector turned the wheel of Dharma. That's what they say. Pandit Shyenpen Zangpo says that the wheel of higher realms was turned for those without lineage. Sadzana says that the wheel of Dharma of the Pratyekabuddhas was turned for those with the lineage of Pratyekabuddhas. Chak says that this contradicts the explanation of the three wheels, and since such a separate Vinaya Pitaka is not found, it is unclear. Thus, the Sugata abandoned the imprints of arising from all speech, and because there is no indication by speech, from enlightenment until not passing into nirvana, even if not a single letter was spoken, it shows various forms according to the minds of sentient beings, like a musical instrument made by a machine, moved by the wind and producing sound, although there is no one striking it, it still produces sound.
