Whenever actions are beneficial, it appears to them and to them. Thus it is said. Because they are not to be tamed, or do not appear, they do not appear to those to be tamed. From the Ornament Sutra: Just as when a water vessel is broken, the reflection of the moon does not appear, similarly, to those with evil minds, the form of the Buddha does not appear. Thus it is said.

That is to manifest the Sambhogakaya. The essence is definite, adorned with marks and signs; the retinue is definite, being the Bodhisattvas of the ten bhumis; the enjoyment is definite, fully enjoying the Dharma of the Mahayana; the time is definite, being continuous. As for the Nirmanakaya: creation, birth, and great enlightenment, Nirvana is constantly shown, this is the Nirmanakaya of the Buddha, it is the great means of liberation. As it is said, the first is to transform from everything or Gandharva, the second is to show as birds, etc., the third is like Shakyamuni Buddha, the fourth is Nirvana, these four, or whether they are matured by Dharma friends or not, are two. Thus it is said. Thus, many Bodhisattvas who become Buddhas are neither one nor many, and are not established as either one or different. The Ornament says: From the uncontaminated realm, the Buddhas, like the sky, have no body, and because they follow the previous body, they are neither one nor many. It also says: Because there is no meaning of different kinds, and because there is no end and no obstruction, the Buddha is not one, residing in a stainless place, because it is not different, it is also not many. The way to manifest complete enlightenment.
