To show that there is no fault when it is done without his presence, it is said, "what is done without his presence is well done." However, ordination by a messenger cannot be done in his presence, due to the possibility of variation in the Kamma-vācā. The overturning of the bowl and so on can be done even when they are just removed from arm's reach. In "the presence of the Saṅgha" and so on, as many monks as are qualified for the Kamma have come, the consent of those whose consent is required has been brought, and those who are present do not object. This is the presence of the Saṅgha. By which Dhamma, by which Vinaya, by which teaching of the Master the Saṅgha performs the Kamma, this is the presence of the Dhamma. Here, Dhamma means the actual matter. Vinaya means both admonition and reminding. The teaching of the Master means both the completeness of the motion and the completeness of the announcement. The presence of the individual for whom the Saṅgha performs the Kamma. facing the throat. Because Kattika month is the Pavāraṇā month, it is said "excluding Kattika month." And the day set aside by pulling back refers to the fourteenth or fifteenth day of the dark fortnight. And "two full moon days" is said with reference to those who entered the Rains Retreat for the first and last time. 485. An articulation to be pronounced with the places and efforts loose is a loose letter. An articulation to be pronounced with those same (places and efforts) firm, not loose, is a firm letter. Two mātras' time is long, one mātra's time is short. "Tenfold division of consonant-cognition" means thus, the mind producing letters, due to consonant-cognition, has a tenfold division based on loose, etc. For all letters arise from the mind, and they are consonants because they indicate the intended meaning. That which has a conjunction after it is conjoined-after; that which does not have a conjunction after it is unconjoined-after. In "yassa na khamatīti" of Venerable Buddharakkhita Thera, the 'a' sound with 'ta' and 'na' is unconjoined-after. "Efforts" means the throat, etc. 488. "Not expelled, not fallen into a pārājika, and normal" means "normal, not expelled," etc. There, "not removed" is a synonym for the preceding word. "Of pure conduct" means not fallen into a pārājika. "Their consent or purity does not come" means that when three or two are seated, even if the consent or purity of one or two is brought, it is as if it were not brought. Explanation of the Apalokana Act 495-496. "Unity in bodily enjoyment" means sharing a bed, accepting, etc. "He is delighted" means delighted in what is good. Or "sorato" means one who descends well. "Of humble conduct" means of low conduct. "He reflects" means having reflected and examined with wisdom. The connection is: "that act of not bowing is permitted." "This is the basis for the apalokana act" means that the apalokana act proceeds in this way. "The act itself is the characteristic" means the characteristic of the act. Like the acts of re-admission, expulsion, and the act of shaving, it is an act and does not receive another name; it is recognized as an act itself, hence "kammal is called 'akkhaṇa'. This too is a characteristic of kamma, and to show the mentioned characteristic of kamma, it is said, "for torn robes, worn-out robes, lost robes," and so on. Even a debt-hindrance: debt itself is a hindrance, a debt-hindrance; it is proper to give that too. If creditors bind such a bhikkhu, it is proper to clear his debt even from what arises there – this is the meaning. "Or a parasol or a railing": here, 'railing' refers to the square structure above the cetiya. 'Parasol' refers to the top structure made by showing rings upwards from there. "From what is deposited for the cetiya": means from what is deposited for new work on the cetiya, it is said to be belonging to the cetiya. "Another agreement should be made": this is said because it is not included in the previous agreement. "By them": by those in whose personal place they stand. "A tenth part": the tenth part. "There": in that monastery. "Root": previously. By the very statement, "From now on, let them divide and consume," free enjoyment is prohibited, therefore it is said, "the previous agreement is relaxed." "Having followed": having gone behind, behind. "Not expecting requisites": from them. Not expecting requisites. "The root portion": clarifies the meaning already stated as "only a tenth part." "Or having made it a non-residence": having made it with the income arising from it. "And should not be prevented at the time of tending": they should not be prevented when the tended plants are laden with flowers and fruits. "At the time of tending": at the time when tending is begun. "In the division of the place of declaration-kamma": in the division of the place of the declaration-kamma. The commentary on the Chapter on Kamma is finished. Commentary on the Chapter on What is Laid Down in What is Not Laid Down 500. The connection is that the seven groups of offenses are called 'laid down'. Only Kakusandha, Koṇāgamana, and Kassapa laid down the seven groups of offenses; Vipassī and others, however, recited the Ovāda Pātimokkha, they did not lay down training rules. Thus it is said, "Kakusandha and... (etc.)... in a training rule not laid down by anyone in between." The rest here is easily understandable. Thus ends the Vinaya Commentary called Samantapāsādikā. for illuminating the essential meaning The commentary on the Parivāra is finished. Description of the Concluding Section Now, this is the meaning in the concluding verses. "Vibhattadesana" means the teaching expounded by both Vibhaṅgas, the Khandhakas, and the Parivāra, and should be construed as the Vinaya Piṭaka. "Of that" means of that Vinaya. "Therein this" and so on is just as stated in the commentary on the first Pārājika. "Adorned by the Great Bodhi of the Teacher" means adorned and decorated by the Great Bodhi tree used by the Teacher; the connection is to that excellent Padhānaghara in the southern part of that great monastery. There, "Padhānaghara" means a precinct of that name. "Served by the community of bhikkhus of pure conduct and virtue" — this also is an epithet of the Padhānaghara. "There" means in that Padhānaghara. "Enclosed by a beautiful wall" means surrounded by a pleasing wall. "Endowed with cool-shaded trees" means endowed with cool-shaded trees due to branches and twigs covered with densely packed leaves. "May it have abundant reservoirs" means having abundant reservoirs, due to being full of sweet, cool water covered with blooming lotuses, blue water lilies, white lotuses, sogandhika flowers, and other blossoms. "Having dedicated" means relying on the elder named Buddhasiri, relying on his request, it is said. "Prosperous" means prosperous, flourishing, complete by means of determination of meaning and so on. "Of the abode of glory" means of that which is the dwelling place of glory. "In the year of victory" means in the year that attained victory. "This" means this Vinaya commentary which was begun, dedicated to the elder Buddhasiri. "Connected with the Dhamma" means associated with wholesome things. Now, dedicating his own merit for the attainment of ultimate happiness for the world with its devas, he says "for the long endurance of the Dhamma" and so on. There, "accumulated" means gathered. "By the power of all" means by the power of all that merit. "All beings" means all beings, those of the sense-sphere and so on. "May they be partakers of the flavor of the True Dhamma" means may they be partakers of the flavor of the True Dhamma, as is fitting, by way of attaining the three enlightenments. The rest here is easily understood. The description of the concluding section is finished. Concluding Section E And thus – For proficiency in the Vinaya, And for the growth of the Teaching; The commentary that was begun, That, on the Vinaya commentary. Named Sāratthadīpanī, Is completely finished; With about thirty thousand, Units in measure. Requested by the king, Parakkamabāhu, I; Who desired the establishment of the Good Dhamma, And caused the Teaching to shine. In that lovely place built by him, Adorned with hundreds of palaces; Crowded with various groups of trees, A dwelling delighting in meditation. Endowed with cool water, Dwelling in Jetavana, this (work); Endowed with meaning and expression, I made this excellent exposition. Whatever merit has been achieved by this, And whatever other (merit) has been produced by me; By this meritorious deed, In a second arising of self. Rejoicing in Tāvatiṃsa, Delighting in virtues of morality and conduct; Unattached to the five sensual pleasures, Having attained the first fruit. In the final existence, Metteyya, the chief of sages; The foremost person in the world, the protector, Delighting in the welfare of all beings. Having seen that wise one, Having heard his teaching of the Good Dhamma; Having attained the supreme fruit, May I adorn the Buddha's Teaching. May kings always protect, This populace with righteousness; Delighting in meritorious deeds, May they illuminate the Buddha's Teaching. And may all these beings, Always be free from harm; Always having wholesome intentions, May they attain the deathless state. The Vinaya commentary named Sāratthadīpanī is finished.
