It is said here: Free from lust, free from hatred, free from delusion, without defilements; Free from craving, without clinging, they dwell in the city of Dhamma. Forest dwellers, observers of ascetic practices, meditators, wearers of coarse robes; Delighting in solitude, the wise, they dwell in the city of Dhamma. Sitters, those with single bedding, and also those who stand and walk; All wearers of rag-robes, they dwell in the city of Dhamma. Wearers of the three robes, peaceful ones, with a piece of hide as a fourth; Delighting in a single sitting, the discerning ones, they dwell in the city of Dhamma. Of few wishes, prudent, wise, taking little food, not greedy; Content with gain and loss, they dwell in the city of Dhamma. Meditators, delighting in meditation, wise, with peaceful minds, concentrated; Aspiring to nothingness, they dwell in the city of Dhamma. Those on the path and those who have attained fruits, trainees, endowed with fruits; Aspiring to the highest goal, they dwell in the city of Dhamma. And stream-enterers, pure ones, and those who are once-returners; And non-returners and Arahants, they dwell in the city of Dhamma. Skilled in the foundations of mindfulness, devoted to the development of the factors of awakening; Insight practitioners, upholders of the Dhamma, they dwell in the city of Dhamma. Skilled in the bases of psychic power, devoted to the development of concentration; Intent on right exertions, they dwell in the city of Dhamma. Attained the perfection of supernormal knowledge, ancestral delighting in their pasture; walking in the sky, they dwell in the city of Dhamma. With downcast eyes, speaking moderately, with guarded doors, well restrained; well-tamed in the highest taming, they dwell in the city of Dhamma. Possessing the three knowledges and the six supernormal powers, having reached perfection in psychic power; having attained the perfection of wisdom, they dwell in the city of Dhamma. Those monks, O great king, who possess immeasurable supreme knowledge, unattached, of incomparable virtues, of incomparable fame, of incomparable strength, of incomparable splendor, who set in motion the wheel of Dhamma, who have reached the perfection of wisdom, such monks, O great king, are called 'Generals of the Dhamma' in the Blessed One's city of Dhamma. And those monks, O great king, who are endowed with psychic power, who have attained the four analytical knowledges and confidence, who travel through the sky, unapproachable, irresistible, moving without support, who can shake the earth with its oceans and mountains, who can touch the moon and the sun, skilled in transformations, determinations, and projections, who have reached perfection in psychic power, such monks, O great king, are called 'Chaplains' in the Blessed One's city of Dhamma. And those monks, O great king, who follow the ascetic practices, of few wishes, content, detesting requests and seeking, walking for alms house to house, like bees, having smelled the fragrance, they enter a secluded forest, indifferent to body and life, having attained arahantship, placed foremost in the virtues of ascetic practices, such monks, O great king, are called 'Inspectors' in the Blessed One's city of Dhamma. And those monks, O great king, who are utterly pure, stainless, free from defilements, skilled in the passing away and reappearance of beings, who have reached perfection in the divine eye, such monks, O great king, are called 'City Illuminators' in the Blessed One's city of Dhamma. And those monks, O great king, who are learned, who have mastered the scriptures, who uphold the Dhamma, who uphold the Vinaya, who uphold the mātikā, skilled in distinguishing loose and tight, long and short, heavy and light syllables, who uphold the nine-fold teaching, such monks, O great king, are called 'Guardians of the Dhamma' in the Blessed One's city of Dhamma. are called. But those monks, O great king, who know the Vinaya, skilled in the Vinaya, skilled in what is proper and improper, skilled in the origins of offenses, skilled in offenses and non-offenses, in grave and light offenses, in those with remedy and without remedy, in rising up, in teaching, in reproof, in counter-action, in suspension, in expulsion, in reinstatement, who have reached perfection in the Vinaya, such monks, O great king, in the Blessed One's city of Dhamma, are called 'form-protectors'. But those monks, O great king, who have penetrated the comprehension of the Four Noble Truths, who have seen the Truths, who have understood the Teaching, who have crossed over doubt regarding the four fruits of recluseship, who have attained the happiness of the fruits, and who share those fruits with others who are practicing, such monks, O great king, in the Blessed One's city of Dhamma, are called 'fruit-merchants'. But those monks, O great king, who are anointed with the fragrance of moral restraint, who possess many and various virtues, who dispel the foul stench of defilements, such monks, O great king, in the Blessed One's city of Dhamma, are called 'perfume-merchants'. But those monks, O great king, who are fond of Dhamma, who delight in speaking (of it), who have great joy in the Abhidhamma and Abhivinaya, whether gone to the forest, or gone to the root of a tree, or gone to an empty dwelling, they drink the excellent flavor of Dhamma, immersed in the excellent flavor of Dhamma with body, speech, and mind, with exceeding eloquence, engaged in the search for Dhamma among the Dhammas, from here or there, wherever there is talk on fewness of wishes, talk on contentment, talk on seclusion, talk on non-entanglement, talk on the arousal of energy, talk on morality, talk on concentration, talk on wisdom, talk on liberation, talk on the knowledge and vision of liberation, going there, they drink that flavor of talk, such O, great king, the monks in the Buddha's city of Dhamma are called 'thirsty ones'.
