7. The Section on Training Rules 1. The Chapter on Wearing Robes Properly These, venerable sirs, are the training rules that come up for recitation. 576. At that time the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta Grove, in Anāthapiṇḍika’s monastery. At that time the group-of-six bhikkhus wore their lower robes hanging down in front and behind. People complained, grumbled, and criticized: “How can these Sakyan recluses wear their lower robes hanging down in front and behind, just like laypeople who indulge in sensual pleasures?” The bhikkhus heard those people complaining, grumbling, and criticizing. Those bhikkhus who were of few desires… they complained, grumbled, and criticized: “How can the group-of-six bhikkhus wear their lower robes hanging down in front and behind!” Then those bhikkhus, having criticized the group-of-six bhikkhus in many ways, reported the matter to the Blessed One. Then the Blessed One, on account of this incident, on account of this matter, convened the assembly of bhikkhus and questioned the group-of-six bhikkhus: “Is it true, bhikkhus, that you wear your lower robes hanging down in front and behind?” “It is true, Blessed One.” The Buddha, the Blessed One, criticized them… “How can you, foolish men, wear your lower robes hanging down in front and behind! This, foolish men, is not for the conversion of the unconverted… Thus, bhikkhus, you should recite this training rule: ‘I will wear my lower robe properly, as a circle’—a training should be observed.” The lower robe should be worn properly, covering the navel and the knees. If one, out of disrespect, wears the lower robe hanging down in front or behind, there is an offense of wrong-doing. There is no offense for one who did not intend it, who was unmindful, who did not know, who is sick, in times of danger, who is insane, who is the first wrong-doer. The first training rule is finished. 577. At that time the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta Grove, in Anāthapiṇḍika’s monastery. At that Now at that time, the group of six monks were wearing their robes dangling both in front and behind. ... "I will wear my robe properly," a training rule is to be observed. The robe is to be worn properly, making both ends even. Whoever, out of disrespect, wears his robe dangling either in front or behind, commits an offense of wrong-doing. No offense if unintentional, if unmindful, if not knowing, if sick, in times of danger, if insane, or for the first offender. The second training rule is concluded. 578. At that time, the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time, the group of six monks were going into the inner precincts with their bodies uncovered. ... "I will go into the inner precincts well-covered," a training rule is to be observed. One should go into the inner precincts well-covered. Whoever, out of disrespect, goes into the inner precincts with his body uncovered, commits an offense of wrong-doing. No offense if unintentional, if unmindful, if not knowing, if sick, in times of danger, if insane, or for the first offender. The third training rule is concluded. 579. At that time, the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time, the group of six monks were sitting in the inner precincts with their bodies uncovered. ... "I will sit in the inner precincts well-covered," a training rule is to be observed. One should sit in the inner precincts well-covered. Whoever, out of disrespect, sits in the inner precincts with his body uncovered, commits an offense of wrong-doing. No offense if unintentional, if unmindful, if not knowing, if sick, if resident, in times of danger, if insane, or for the first offender. The fourth training rule is concluded. 580. At that time, the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time, the group of six monks were going into the inner precincts playing with their hands and feet. ... "I will go into the inner precincts well-restrained," — this training is to be observed. One should go well-restrained into inhabited areas. Whoever, out of disrespect, goes into inhabited areas swinging their arms or legs, commits an offense of wrong-doing. There is no offense for one who did not intend, was unmindful, did not know, is sick, is insane, or is the first offender. The fifth training rule is concluded. 581. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time, the group-of-six bhikkhus, swinging their arms and legs, sat down in inhabited areas... and so on. ‘I will sit down well-restrained in inhabited areas’ — this training is to be observed. One should sit down well-restrained in inhabited areas. Whoever, out of disrespect, sits down in inhabited areas swinging their arms or legs, commits an offense of wrong-doing. There is no offense for one who did not intend, was unmindful, did not know, is sick, is insane, or is the first offender. The sixth training rule is concluded. 582. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time, the group-of-six bhikkhus, looking here and there, went into inhabited areas... and so on. ‘I will go into inhabited areas with downcast eyes’ — this training is to be observed. One should go into inhabited areas with downcast eyes, looking only a yoke's length ahead. Whoever, out of disrespect, goes into inhabited areas looking here and there, commits an offense of wrong-doing. There is no offense for one who did not intend, was unmindful, did not know, is sick, in times of danger, is insane, or is the first offender. The seventh training rule is concluded. 583. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time, the group-of-six bhikkhus, looking here and there, sat down in inhabited areas... and so on. ‘I will sit down in inhabited areas with downcast eyes’ — this training is to be observed. One should sit down in inhabited areas with downcast eyes, looking only a yoke's length ahead. No offense if not intending, if unmindful, if not knowing, if sick, in times of danger, if insane, for the first wrong-doer. The eighth training rule is finished. 584. At that time the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time the group of six monks were going within the houses with their bodies raised… (ellipsis) "I will not go within the houses with my body raised" — this is a training to be observed. One should not go within the houses with one's body raised. Whoever, out of disrespect, raising (their body/robe) on one side or on both sides, goes within the houses: an offense of wrong-doing. No offense if not intending, if unmindful, if not knowing, if sick, in times of danger, if insane, for the first wrong-doer. The ninth training rule is finished. 585. At that time the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time the group of six monks were sitting within the houses with their bodies raised… (ellipsis) "I will not sit within the houses with my body raised" — this is a training to be observed. One should not sit within the houses with one's body raised. Whoever, out of disrespect, raising (their body/robe) on one side or on both sides, sits within the houses: an offense of wrong-doing. No offense if not intending, if unmindful, if not knowing, if sick, if staying overnight, in times of danger, if insane, for the first wrong-doer. The tenth training rule is finished. The first chapter on Wearing the Robe Properly is finished. 2. The chapter on Loud Laughter. 586. At that time the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time the group of six monks were laughing loudly as they went within the houses… (ellipsis) "I will not go within the houses with loud laughter" — this is a training to be observed. One should not go within the houses with loud laughter. Whoever, out of disrespect, laughing loudly, goes within the houses... ...he laughs, an offense of wrong-doing. No offense for one who is not intentional, not mindful, not knowing, who is sick, who merely smiles at a laughable matter, in times of danger, who is insane, who is the first wrong-doer. The first training rule is concluded. 587. At that time the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta Grove, in Anāthapiṇḍika’s monastery. At that time the group of six bhikkhus were sitting inside the dwelling, laughing loudly...etc. "I will not sit inside the dwelling with boisterous laughter" — this is a training to be observed. One should not sit inside the dwelling with boisterous laughter. Whoever, out of disrespect, sits inside the dwelling laughing loudly, commits an offense of wrong-doing. No offense for one who is not intentional, not mindful, not knowing, who is sick, who merely smiles at a laughable matter, in times of danger, who is insane, who is the first wrong-doer. The second training rule is concluded. 588. At that time the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta Grove, in Anāthapiṇḍika’s monastery. At that time the group of six bhikkhus were walking inside the dwelling, making a loud noise, a great noise...etc. "I will walk inside the dwelling quietly" — this is a training to be observed. One should walk inside the dwelling quietly. Whoever, out of disrespect, walks inside the dwelling making a loud noise, a great noise, commits an offense of wrong-doing.
