English version Furthermore, during the Pravāraṇā (self-surrender ceremony), if four types of disputes arise, a Bhikṣu (monk) who is well-versed in the Tripiṭaka (three baskets of Buddhist scriptures) should be consulted to adjudicate their offenses. Once the offenses have been resolved, those Bhikṣus think, 'This Tripiṭaka Bhikṣu has been resolving disputes all night, which is extremely tiring. Moreover, there is concern that at dawn, reciting the Pravāraṇā three times might be an impediment.' For this reason, it is permitted to recite the Pravāraṇā only once. Furthermore, during the Pravāraṇā, perhaps there are kings who arrive at their dwelling place with four types of armies, including elephant troops, horse troops, chariot troops, and infantry. The king is angry and says, 'Seize these Śrāmaṇa-Śākyaputras (disciples of Śākya), bind them, and make them look after elephants and horses. I will now use all sorts of miscellaneous tasks to drive them, making them labor. Or he may issue an order to seize the Śrāmaṇas, take away their robes and bowls, and kill them all.' The Bhikṣus think, 'If we recite the Pravāraṇā three times, the king might become angry and blame us, doing unprofitable things.' Therefore, it is permitted to recite the Pravāraṇā only once. If, during the Pravāraṇā, there are various thieves, or those who destroy cities and villages, or thieves who kill others' cattle and sheep, or those who kill cattle and sheep and take their blood to smear on doors and windows, committing various unlawful acts, or sending messengers to summon the Bhikṣus. At this time, the Bhikṣus immediately think, 'If I recite the Pravāraṇā three times, I fear that those thieves will destroy cities and villages, and kill cattle and sheep. Having committed unlawful acts, they then come to summon me, doing unprofitable things, or taking away robes and bowls, or ending lives.' For this reason, the Holy One permits reciting it once as the Pravāraṇā. If, during the Pravāraṇā, in this dwelling place, there is an old Bhikṣu who is ignorant, often drooling and sniveling, or who comes from afar, exhausted from traveling, or there is a woman, or a young girl, or there is fighting, not believing in Devas (gods), Māras (demons), and various evil spirits. They come to the gate and say, 'Śrāmaṇas! You are doing impure things, or spitting on the beds, or having diarrhea.' Also, various spirits cause the Bhikṣus to look after the illnesses of ghosts and spirits. The Bhikṣus think, 'If I recite the Pravāraṇā three times, there are now various difficulties, causing me unease.' English version: If a place inhabited by animals is used as a monastery, there may be elderly women, unintelligent women, and young girls who are not clean. The bhikshus (bhiksu, Buddhist monks) may defile the beds and mats, urinate and defecate improperly, wash and dry their worn-out clothes, or cause resentment in ghosts and spirits, leading to various harmful and evil beasts harming the bhikshus, such as tigers, leopards, wolves, bears, etc., coming to the monastery, individual rooms, walls, eating areas, and even everywhere, causing various calamities. If the saṃgha (saṃgha, monastic community) lives near secular houses, and when the bhikshus want to perform the 'Pravāraṇa', a fire suddenly breaks out in the secular houses, and the fire gradually approaches the monastery, or there is a danger of losing life, or calamities to brahmacarya (brahmacarya, pure spiritual life), or loss of robes and bowls. If the 'Pravāraṇa' is announced three times, the fire may approach, so it is allowed to announce the 'Pravāraṇa' only once, or temporarily say the 'Pravāraṇa' together, which is not a violation. If the saṃgha lives near a large valley, and during the 'Pravāraṇa', heavy rain falls, and the water rises, flooding the houses of kings, villages, forests, gardens, and gradually approaching the monastery. If it is announced three times, the bhikshus may face danger to their lives, loss of robes and bowls, etc. For this reason, the Buddha allows it to be announced only once, or temporarily said together. If the bhikshus live in a remote wilderness, terrifying calamities arise, fearing loss of life, etc. The bhikshus inform each other: 'Today is the fifteenth day, the time for 'Pravāraṇa'. Since we have urgent calamities coming, we cannot perform the 'Pravāraṇa', so let us temporarily disperse as we please, and later we should perform the 'Pravāraṇa' properly.' English version: 'If there are many Bhiksus (Buddhist monks) observing Vassa (the rainy season retreat) together, and before it is completed, they wish to perform Pavarana (the ceremony concluding Vassa) elsewhere, are they allowed to do so at will?' The Buddha said, 'No. If someone says, 'I will temporarily suspend Pavarana now, and later perform Pavarana elsewhere,' the Bhiksus should reply, 'Ayusmat (Venerable one)! We are observing Vassa here, and should not perform Pavarana elsewhere, nor should we suspend Pavarana. The Buddha has instructed us to observe Vassa lawfully until it is completed, and then to perform Pavarana purely and lawfully.' 'If a Bhiksu says, 'I have a reason to leave, should Pavarana and suspension of Pavarana be performed for me, awaiting my return?' Is that permissible?' The Buddha said, 'Upali (one of the Buddha's ten principal disciples, foremost in upholding the Vinaya)! This does not constitute Pavarana. They should reply, 'We are not supposed to entrust Pavarana and suspension of Pavarana to each other, awaiting the completion of Vassa. The Buddha allows us to perform Pavarana purely and lawfully after Vassa is completed, and does not allow us to perform Pavarana unlawfully.' The Buddha said, 'Upali! As mentioned above, those who do not follow the practice, if they commit unlawful acts, will incur Dukkata (a minor offense).' If a Bhiksu is about to perform Pavarana on the fifteenth day, and is suddenly captured by a king, or a minister, or a thief, or an enemy, the Bhiksus should send a message saying, 'Temporarily release this Bhiksu, as there is a small matter.' If they release him, that is good; if they do not release him, Pavarana should be performed within a small Sima (boundary). If the captured Bhiksu is later released, he should perform Pavarana again. If he does not do so, he commits an offense against the Dharma. If, at the time of Pavarana, a Bhiksu remembers having committed an offense, he should confess (Confession) to other Bhiksus before performing Pavarana. If he performs Pavarana without confessing, it does not constitute Pavarana. As explained extensively in the Posadha (bi-monthly recitation of precepts) and in the ten matters. If, at the time of Pavarana, a Bhiksu remembers having committed an offense and wishes to confess, if it is a Parajika (defeat, the most serious offense), the Sangha (community) should expel him before performing Pavarana. If he has committed a Sanghavasesa (formal meeting offense), this offense should be set aside temporarily, and Pavarana should be performed first, and then the offense should be dealt with.
