English version Thus have I heard. At one time, the Buddha was in the wonderful palace on Mount Kailash (Mount Kailash), a place where various beasts dwell, together with twelve hundred and fifty great Bhikshus (bhikkhus), and also with immeasurable Bodhisattva-Mahasattvas (bodhisattva-mahāsattvas). Mañjuśrī (Mañjuśrī), the Dharma Prince, was the leader, and they all appeared in the form of youths, along with the sixteen heroes such as Bhadrapala. At that time, the World-Honored One, with right mindfulness and wisdom, expounded the essential Dharma to the devas (gods) and humans, causing them all to rejoice. Then, Mahābrahmā (Mahābrahmā), the Great Brahma King, and the various devas, Nagas (Nāga), Yakshas (Yakṣa), Gandharvas (Gandharva), Asuras (Asura), Garudas (Garuda), Kinnaras (Kinnara), Mahoragas (Mahoraga), humans, and non-humans, each folded their palms and stepped forward, saying to the Buddha: 'World-Honored One, there are beings who, due to creating various evil karmas, should fall into hell, the realm of hungry ghosts, the animal realm, and the realm of Yama (realm of Yama), enduring all kinds of suffering. We beseech the World-Honored One to have great compassion and to speak of a means to eliminate such suffering, so that those beings may all be liberated from the difficulties of the evil paths.' At that time, Avalokiteśvara Bodhisattva-Mahasattva (Avalokiteśvara Bodhisattva-Mahāsattva), surrounded by immeasurable great mantra-holding sages, prostrated at the Buddha's feet and said: 'World-Honored One, we beseech you to have compassion and to save the world with skillful means.' The Buddha said: 'Good man, there is a dharani (dhāraṇī) called the Wondrous Arm Seal Banner. If one can constantly recite, study, and contemplate it, one can quickly eliminate the five heinous crimes (five heinous crimes), attain wealth and happiness, and be born into a great family.' Good man, I recall in the past, from Vipaśyi Buddha to Kāśyapa Tathāgata, they all spoke this dhāraṇī for me, universally for the sake of bringing peace and happiness to all sentient beings. I personally heard and received it at the places of all the Buddhas. At that time, after the World Honored One finished speaking this mantra, Avalokiteśvara Bodhisattva Mahāsattva and all the assemblies of the eight classes of gods and dragons, upon hearing what the Buddha said, were all very happy, believed, accepted, and practiced it respectfully.
