Supplementary Regulations for the Two Assemblies of Tantric Monks. Supplementary Regulations for the Two Assemblies of Tantric Monks. Furthermore, the duties of the Tantric monks are as follows: In the past, during the flourishing of the Dharma, the teachings and practices of tantras such as the Guhyagarbha Tantra were widespread. However, in these degenerate times, due to various behaviors, the traditions of the Dharma have diminished, and even the names of the tantras are rarely heard. Therefore, with the aspiration to promote their flourishing, one should strive diligently. In particular, these two great tantras are like the heart and essence of the secret mantra teachings. If the Sangha establishes a regular practice of reciting them in an orderly manner, then, based on this cause, those of superior intellect will gain mastery over the meaning of the tantric realizations. Those of intermediate intellect will also understand the general meaning, and even those of lesser intellect will be able to recite the complete words. It is said that even just reciting the tantra will bring about accomplishment, and the benefits are inconceivable. As it is said in the tantras, a tantra should be explained by means of other tantras. By understanding the words and meaning of just one tantra, the entry of wisdom into all tantras will become wider. For the sake of realizing all the meanings of the ground, path, and fruition of Vajrayana through just one great tantra, therefore, in any tantric monastery, even just reciting the words of the tantra will establish the framework of the ground, path, and fruition, becoming the auspicious connection for the flourishing of the Vajrayana teachings and the basis for the supreme benefit of oneself and others. Therefore, one should not think only of temporary gains and acquisitions, nor treat it as a mere formality, but should diligently practice with single-pointedness of body, speech, and mind. Whether it is a group gathering or an individual session, when the signal for assembly is given by the conch shell, ritual instruments, etc., one should not create causes for delay. After assembling, starting from the end of the line, one should first perform three prostrations, then each should sit properly in their respective positions, maintaining good posture, and first recite the prayers, self-generation of the deity, offering of tormas, and other rituals. Then, with a clear and melodious voice, one should recite the main text of the tantra chapter by chapter in a manner that alternates between tones and melodies.

After arranging everything properly, it should be concluded in a complete manner with the concluding rituals, dedication prayers, and auspicious wishes. For those who are sick or busy with public affairs, permission should be requested from the disciplinarian and their respective leaders, just like requesting leave for missing a group practice. No matter how important private matters are, no private requests should be made. If one misses the assembly announcement, one should do ten prostrations. If one arrives just as the chanting is starting, one should do twenty prostrations. If one is even later than that, one should do one hundred prostrations each, and take responsibility for the lateness. If this is not accepted, then double the prostrations in the assembly. Even while sitting in one's seat, one should not whisper, huddle together, or make idle chatter. If one becomes lax, then one should offer a single butter lamp during the next tantric chanting session. If this is not accepted, then offer double. If someone rushes through the chanting in order to finish the assembly quickly, then the person who does this should be identified and made to offer tea to the tantric college and offer a single butter lamp. At the conclusion of the combined assembly, a young monk from the tantric college should offer water to both colleges. If the chanting is not done at an even pace, then one should recite "Yeshe Ku Chok" (Wisdom Body), "Kunzang Monlam" (Samantabhadra's Prayer), or other appropriate texts to compensate, so that there is no difference in speed during the combined recitation. In short, not only should all the rules and regulations of the assembly be followed in an orderly and faultless manner, but one should also behave in a way that reflects the dignity of the monastic community, just as one would treat a well-organized group. The supervision and responsibility for all of this should be taken by the leaders of each house and a designated elder, so that it is carried out with great diligence and without negligence. All of the above is done for one's own benefit, so it must be understood that one should not ask for or give special favors to others. If one does not accomplish benefit from this, then how will one ever attain true benefit in the future? One should also give some thought to this saying. The only way to guide others to virtue, so that their merit becomes a collection of merit, is through actions that are in accordance with the Dharma. One should ask whether one has seen or heard of the actions of those who do not believe in the world, and avoid them. If ordained monks do not do these things, then who will? If they treat these things with arrogance and contempt, then they are being possessed by demons, and the discipline of the entire Sangha will be harmed.

Initiate with all the intentions of those who distort, and whatever the offense, confess it publicly without reservation or concealment, and do not lessen the punishment, but discipline them. Thus, it is crucial that no one interferes with this matter that we ourselves have resolved and strictly determined.
