In this snowy land, due to the aspirations of the three emanations of the royal ancestors, the Dharma Kings, Songtsen Gampo, Trisong Detsen, and Tri Ralpachen, there is no one in the entire land of Tibet and Greater Tibet who does not regard the Three Jewels as their Lama. Therefore, those who are blocked by the three rivers, wandering in the desolate north, seeking sustenance through plunder and oppressing others, please also consider the words of truth! In general, there is no sentient being who has not been a parent, and the results of black and white karma follow like a shadow. Considering this, if you harm the lives of sentient beings who have the nature of parents, you yourself will inevitably fall into the three lower realms in future lives. Especially in Tibet, gazing upon the face of Jowo Shakyamuni, performing prostrations and circumambulations to purify obscurations, and as disciples of Orgyen, the Second Buddha, who knows the three realms, in the presence of Dzogchenpa Jigme Lingpa, those who have come to listen to the sacred Dharma out of fear of death, please do not rob, frame, slander, or act violently towards them. Please allow them to depart in peace and smoothly. To pray for their peace and success, this gift is sent, please do not hinder it.
