The twenty-eighth, explaining the prohibition of the great summer cloth. The twenty-eighth, explaining the prohibition of the great summer cloth. The Buddha Bhagavan was dwelling in Jeta Grove, Anathapindika's Park in Shravasti. The Bhagavan said, "A bhikshu should hold the great summer cloth." Then, those bhikshus who had previously vowed to keep the summer retreat searched, saying, "This is our time." And they held it, saying, "Why shouldn't we hold it?" Those bhikshus who vowed to keep the summer retreat later also held it, saying, "This is our time." And they searched, saying, "Why shouldn't we search?" Because they searched very quickly and held it for a very long time, it led to many affairs and many actions, thus abandoning learning, recitation, yoga, contemplation, and inner mental quiescence. Then, those bhikshus who were content with little rebuked, saying, "The Bhagavan said that a bhikshu should hold the great summer cloth, why do they search so quickly and hold it for so long, leading to many affairs and many actions, thus abandoning learning, recitation, yoga, contemplation, and inner mental quiescence?" They rebuked, slandered, and ridiculed. At that time, the bhikshus reported this matter to the Bhagavan. Then, the Bhagavan, because of this event, this origin, and this cause, convened the bhikshu sangha, as mentioned before. The Buddhas, the Bhagavans, act knowingly, as mentioned before. The Buddha Bhagavan rebuked the bhikshus, "Bhikshus, I said that a bhikshu should hold the great summer cloth, is it true that you search very quickly and hold it for a very long time?" "Yes, Lord." The Buddha Bhagavan rebuked those who are difficult to nourish, difficult to satisfy, have great desires, and are not content. Then, the Bhagavan praised those who are easy to nourish, easy to satisfy, have few desires, are content, reduce, and are purified.

Praising its virtues, beauty, and warmth, he addressed the monks: "Monks, therefore, in order to truly see the ten benefits, a basis for training should be established in the Vinaya for the Shravakas," as before. My Shravakas should recite the basis for training in the Vinaya as follows: "A monk should seek a large summer cloth when one month remains of the Soka months. After summer ends, it may be kept for half a month. If a monk seeks a large summer cloth before one month remains of the Soka months, or if he keeps it for more than half a month after summer ends, it is an offense entailing forfeiture." "Monk" means the holder of this Dharma. "When one month remains of the Soka months" means when summer is near in one month. "Large summer cloth" means clothing worn when it rains. "To seek" means to obtain from others. "After summer ends, it may be kept for half a month" means after distinguishing, it may be kept for half a month. "If a monk seeks a large summer cloth before one month remains of the Soka months" means before that time. "If he keeps it for more than half a month after summer ends" means beyond that time. "An offense entailing forfeiture" means that after abandoning that object, the offense of forfeiture must be confessed, therefore it is called an offense entailing forfeiture. How does one incur an offense? From being too early or too late. For those who acknowledge residing in early summer, if they keep it for too long, they will incur an offense entailing forfeiture. For those who acknowledge residing in late summer, if they seek it too early, they will incur an offense entailing forfeiture. Therefore, no matter how early a monk seeks it, or how long he keeps it, he will incur an offense entailing forfeiture. There is no offense for a novice, a madman, one who is mentally disturbed, or one who is afflicted by suffering. The forfeiture of the large summer cloth, the twenty-eighth, is complete.
