The Buddha, the Bhagavan, was dwelling in Shravasti, in the Jeta Grove, in the Garden of Anathapindada. The Bhagavan said that a bhikshu should not make a sitting mat solely of black sheep's wool. They added some white wool and a little coarse wool, and made or had made a sitting mat solely of black sheep's wool. Thus, their affairs increased, their actions increased, and they also abandoned learning, reading, recitation, yoga, attention, and inner mental quiescence. Those who desired and came for this very purpose repeatedly declared to the Brahmins and householders: 'Why do the bhikshus have fewer affairs? The bhikshus add some white wool and a little coarse wool, and make or have made a sitting mat solely of black sheep's wool. Thus, their affairs increase, their actions increase, and they also abandon learning, reading, recitation, yoga, attention, and inner mental quiescence.' At that time, the bhikshus reported this matter to the Bhagavan. Then, the Bhagavan, because of this event, this origin, this circumstance, convened the bhikshu sangha. So forth and so on, as before. The Buddhas, the Bhagavatans, knowingly commit offenses, so forth and so on, as before. The Buddha, the Bhagavan, rebuked the bhikshus, saying: 'Bhikshus, I said that a bhikshu should not make a sitting mat solely of black sheep's wool.' They added some white wool and a little coarse wool, and made or had made a sitting mat solely of black sheep's wool, is this true?' Venerable ones, yes. The Buddha, the Bhagavan, variously rebuked great desire, lack of contentment, difficulty in being supported, and difficulty in being satisfied. Knowing, medicine, contentment, garlands, reducing utensils, the merits of practice, beauty, and the recognition of hot and cold, after praising these, he instructed the monks: Monks, therefore, you should truly see these ten benefits, and thus, in terms of discipline, establish the foundation for the training of the disciples of the hearers. Thus, and so on, as before. My disciples of the hearers should recite the foundation of training in discipline as follows: If a monk makes a new seat, then two parts of it must be made entirely of black sheep's wool, the third part of white wool, and the fourth part of mixed wool. If a monk makes a new seat without using two parts of pure black sheep's wool, or the third part of white wool, or the fourth part of mixed wool, he commits an offense entailing forfeiture. Monk, refers to this Dharma. Seat, refers to two kinds of seats: those with stuffing and those that are fluffy. Here, it refers to the fluffy one. New, refers to two kinds of new: newly made and newly obtained. Here, it refers to newly made. To make, means to do it oneself, or to have someone else do it. Two parts must be made entirely of black sheep's wool, where wool refers to the wool of sheep. Pure black, refers to four kinds of black: natural black, bluish-black, mud-colored, and brown. The third part is made of white wool, where white refers to the wool of the neck, the wool of the back, and the wool of the shoulders. The fourth part is made of mixed wool, where mixed wool refers to the wool of the feet, the wool of the head, and the wool of the lower part. Not mixed, means not adulterated. An offense entailing forfeiture, means that the item must be forfeited and the offense confessed, therefore it is called an offense entailing forfeiture. So, how does it constitute an offense? If a monk makes a seat weighing ten ounces, then five ounces of it must be made of pure black sheep's wool, three and a half ounces of white wool, and three and a half ounces of mixed wool. 如果未加入羊毛而制作新坐垫,坐垫完成则犯舍堕罪。如十两一样, 比丘制作二十两的坐垫、三十两的坐垫、四十两的坐垫、五十两的坐垫,则应只用黑羊毛二十五两,白羊毛十三两半,杂色羊毛十三两半。如果比丘未加入两份黑羊毛,或三分之一白羊毛,或四分之一杂色羊毛而制作新坐垫,坐垫完成则犯舍堕罪。如果比丘减少一两或半两白羊毛和杂色羊毛,而只用黑羊毛制作新坐垫,则全部犯舍堕罪。如果只有黑羊毛多,价格相等,白羊毛和杂色羊毛少,价格昂贵,则无罪。初学者、疯癫者、心神错乱者、受苦者无罪。混合两份的舍堕,第十三条完毕。 第十三条,讲述混合两份的舍堕。

If one makes a new seat cushion without adding wool, when the seat cushion is finished, it becomes an offense of expiation. Just like ten ounces, If a bhikkhu makes a seat cushion of twenty ounces, thirty ounces, forty ounces, or fifty ounces, then he should use only twenty-five ounces of black sheep's wool, thirteen and a half ounces of white wool, and thirteen and a half ounces of mixed-color wool. If a bhikkhu makes a new seat cushion without adding two parts of black sheep's wool, or one-third of white wool, or one-quarter of mixed-color wool, when the seat cushion is finished, it becomes an offense of expiation. If a bhikkhu reduces one ounce or half an ounce of white wool and mixed-color wool, and makes a new seat cushion only with black sheep's wool, then all of it becomes an offense of expiation. If there is only a lot of black wool, and the price is the same, and white wool and mixed-color wool are scarce and expensive, then there is no offense. There is no offense for a beginner, a madman, one whose mind is disturbed, or one who is afflicted by suffering. The thirteenth offense of expiation by mixing two parts is complete.
