Best to see the enemy's city, medium to see the mountaintop, worst to take the soil of the city, make an image of the enemy, and press it under the wind-wheel. Use a life tree and a fierce tree, smear with a blood knife. Offer tormas to all the local deities and make entrustments. Or rotate in a place of suppression. Rotate male lingams to the right and female lingams to the left. There is no difference between right and left. Draw a vajra cross on the wind-wheel and press it down. Place a sher-shing stake on top. If doing it against obstacles, then the sher-shing stake and the vajra cross are not needed, nor are the local lingams and the mantra for rotating twenty-one lingams on paper. The method of rotation is clearly explained in the ritual. When rotating, secrecy is essential for all six classes of beings. Afterwards, when signs appear, offer thanks to the deities. Throw the lingams in the middle of the wind-wheel into the river, bury them, or perform a fire offering. The wind-wheels should be cherished forever, for they are the accomplishments of the gods and demons.
