The manner of turning the Wheel of Dharma. The manner of turning the Wheel of Dharma. Then, having gone to Varanasi, having taken alms, having done the work of eating, he went to the place where the hermits fell. The five ascetics saw the Teacher coming and thought: "The ascetic Gautama, having abandoned eating too much, has declined. No one should greet him, no one should rise, no one should take his robes and bowl. If he wants to sit, let him sit on the remaining seat." They made such a rule, but the All-Knowing One did not accept it in his heart. Thus, when the Teacher arrived, the five ascetics could not bear it, broke the rule, and rose from their seats. Some greeted him, some spread out a seat, some prepared water to wash his feet, saying, "You have come well! Please sit on this seat." The Teacher sat on the seat and, in order to please the five ascetics, spoke many words. The five ascetics said, "Venerable Gautama, your senses are clear, your skin is completely pure, have you manifested the special quality of seeing wisdom?" The Teacher replied, "Do not call the Thus-Gone One 'Venerable,' for that would lead to long-term unhappiness. I have attained the nectar, I am a Buddha, I am all-knowing. Did you not make such a rule?" Having answered thus, they became monks, touched the Teacher's feet, confessed their faults, and developed respect. The Teacher felt cool in his body and thought, "Where shall I turn the Wheel of Dharma?" In that direction, a thousand thrones of the seven precious things appeared, and having circumambulated three of them, he sat on the fourth. Light illuminated the three thousand worlds, the earth shook, and sentient beings were purified. Then, the gods offered a golden wheel with a thousand spokes and requested him to turn the Wheel of Dharma. In the first part of the night, he said nothing. At noon, he spoke the words of truth and reality. In the last part of the night, he said to the five ascetics, "Monks, these two extremes should not be practiced by those who have gone forth, namely, indulgence in sensual pleasures and the extreme of hardship and fatigue. Having abandoned these two extremes, the Thus-Gone One teaches the Dharma by the Middle Way, namely, the Noble Eightfold Path. Monks, these are the Four Noble Truths, namely, suffering, its origin, its cessation, and the path." And so on.

And, suffering should be fully understood. The origin should be abandoned. And so on. Suffering has been fully understood. The origin has been abandoned. And so on. By repeating the four noble truths three times, the wheel was turned in twelve aspects. Kaundinya became an Arhat, and the Three Jewels were accomplished. Thus, through the twelve aspects, the wheel of Dharma was well-turned. Kaundinya knew all, and the Three Jewels were manifestly accomplished. So it is said. This wheel of Dharma also has a place, time, retinue, Dharma, and purpose. It is taught in five sets of five. First, it is Ṛṣipatana. As for the time, some say six years and six months. The Kashmiris say seven years. Chag says seven years lacking two months. The retinue consists of Kaundinya, Aśvajit, Vāṣpa, Mahānāman, Bhadrika, these five people, and many divine retinues. The Dharma is the four noble truths repeated three times, the wheel of twelve aspects. As it says in the Abhidharmakośa: "The Dharma wheel is the path of seeing, with spokes such as swiftness of going." Knowing that the path of seeing is the Dharma wheel because of swiftness of going, abandoning, entering, and because it causes the unvictorious to be victorious, the victorious to be established, and because of increase and decrease, it is in accordance with the Dharma, therefore it is the Dharma wheel. The venerable Dbyangs sgrog says: The view, thought, effort, and mindfulness of the eightfold noble path are the spokes. Speech, action, and livelihood are the hub. Samādhi is the rim, and because it is in accordance with the Dharma, it is the wheel. The path of seeing is the Dharma wheel, because when Kaundinya generated it, it was said that the wheel of Dharma was turned. Repeating three times refers to "This is suffering," and so on, "It should be fully understood," and "It has been fully understood." With each repetition, an eye is born. Wisdom, knowledge, and intelligence are born. Thus, combining them, the unobstructed path, the path of liberation, and the special path are born, which shows the twelve aspects. If so, would repeating twelve times become sixty-four aspects? Because the sets of three and the sets of twelve are in accordance with the Dharma, there is no fault. The Vaibhāṣikas say that the three repetitions show the path of seeing, the path of meditation, and the path of no more learning. Thus, the wheel of Dharma is repeated three times.

Therefore, repetition and the twelve aspects do not change, because only the path of seeing is repeated three times and the twelve aspects do not change. Therefore, that very category of Dharma is the Dharma wheel, because repeating three times is repeating the truths three times. The twelve aspects are suffering, origin, cessation, and path, and to be fully known, to be abandoned, to be manifested, to be cultivated, and fully known, abandoned, manifested, cultivated. Turning is for making others understand or know. The necessity is: in the first repetition, Kaundinya and many gods generated the path of seeing; in the second, Kaundinya became an Arhat, and the other four generated the path of seeing; in the third, the other four also became Arhats, which is the direct necessity. The indirect or special necessity is to turn away from grasping disciples as individuals and to establish them on the four fruits. The manner of turning the wheel of Dharma.
