And whatever other speech the Blessed One speaks, all that should be held as designated. The cause is twofold: both action and defilements. The origin is defilements. There, defilements should be designated by the discourse pertaining to defilement. The origin should be designated by the discourse pertaining to defilement and by the discourse pertaining to latent tendencies. There, wholesome should be designated by four discourses: by the discourse pertaining to latent tendencies, by the discourse pertaining to vision, by the discourse pertaining to development, and by the discourse pertaining to the one beyond training. Unwholesome should be designated by the discourse pertaining to defilement. should be pointed out. The wholesome and the unwholesome should be pointed out by both. What is permitted by the Blessed One should be pointed out as permitted. That is fivefold: restraint, abandonment, development, realization, and conformity to what is allowable. What is seen in those various realms should be pointed out as conformity to what is allowable. What is prohibited by the Blessed One should be pointed out as prohibited. What is permitted and prohibited should be pointed out by both. Praise should be pointed out as commendation. That should be understood in five ways: of the Blessed One, of the Dhamma, of the Noble Saṅgha, of the noble qualities, of the attainment of worldly virtues. Thus, praise should be pointed out in five ways. The faculty-realm should be pointed out by nine terms. The defilement-realm should be pointed out by nine terms. Thus, these are eighteen terms. Nine terms are wholesome, nine terms are unwholesome. As it is said: “Where are the eighteen root-terms to be seen? In the foundation of the Dispensation.” Therefore, Venerable Mahākaccāyana said: “By nine terms are the wholesome, and by nine do the unwholesome sides contend. These indeed are the root-terms, they become eighteen terms.” The foundation of the Dispensation is established. Thus far ends the Netti which was spoken by Venerable Mahākaccāyana and approved by the Blessed One, recited in the Root Recitation. The Nettippakaraṇa is finished.
