By these eighteen matters, going on the course of fear, he acts for the harm of many people, for the unhappiness of many people, for the non-welfare, harm, and suffering of many people, of gods and humans. By these eighteen matters, going on the course of fear, he carries himself as damaged and injured, and he is blameworthy and reproachable by the wise, and he produces much demerit. Going on the course of fear, thus he goes on the course of fear. From desire, from hatred, from fear, from delusion, whoever transgresses the Dhamma; his fame declines, like the moon in the dark fortnight. 3. Wrong Courses of Action 383.
