People complained, grumbled, and criticized: “These are their wives, these are their mistresses, having disregarded them at night, now they make amends!” They reported this matter to the Blessed One. “Monks, the nuns’ offense should not be received by monks. Whoever receives it incurs an offense of wrong-doing. I allow, monks, that nuns may receive the nuns’ offense.” The nuns did not know: “How should the offense be received?” They reported this matter to the Blessed One. “I allow, monks, that monks may instruct the nuns: ‘You should receive the offense in this way.’” 409. Now at that time, the nuns’ formal acts were not being performed. They reported this matter to the Blessed One. “I allow, monks, that formal acts may be performed for the nuns.” Then it occurred to the monks: “By whom, pray, should the nuns’ formal acts be performed?” They reported this matter to the Blessed One. “I allow, monks, that monks may perform formal acts for the nuns.” Now at that time, nuns for whom a formal act had been performed, seeing a monk on the road, at a crossroads, or at a junction, would put down their bowl on the ground, arrange their upper robe over one shoulder, squat down, raise their hands in respectful salutation, and make amends, thinking, “Surely this is how it should be done.” People complained, grumbled, and criticized just as before: “These are their wives, these are their mistresses, having disregarded them at night, now they make amends!” This matter to the Blessed One… reported to him: “Monks, nuns should not perform acts for nuns. Whoever does so, there is an offense of wrong-doing. I allow, monks, that nuns may perform acts for nuns.” The nuns did not know: “This is how an act should be performed.” They reported this matter to the Blessed One. “I allow, monks, that monks may teach nuns: ‘This is how you should perform an act.’” 410. Now at that time, the nuns, having arisen in contention, having arisen in dispute, having fallen into controversy, were dwelling, stabbing each other with verbal spears in the midst of the Sangha. They were unable to settle that case. They reported this matter to the Blessed One. “I allow, monks, that monks may settle cases for nuns.” Now at that time, monks were settling cases for nuns. When that case was being decided, nuns were seen who were liable to an act and who were liable to an offense. The nuns said this: “It is good, venerable sirs, that the venerable ones should perform acts for nuns, that the venerable ones should accept offenses for nuns; for thus has it been laid down by the Blessed One that monks should settle cases for nuns.” They reported this matter to the Blessed One. “I allow, monks, that after imposing an act on nuns, it may be handed over to the nuns for the nuns to perform the act; that after imposing an offense on nuns, it may be handed over to the nuns for the nuns to accept the offense.” Now at that time, a nun, a pupil of Uppalavaṇṇā, had followed the Blessed One for seven years, learning the Vinaya. Whatever she grasped, she forgot, being forgetful. That nun heard: “Indeed, the Blessed One intends to go to Sāvatthī.” Then it occurred to that nun: “I have followed the Blessed One for seven years, learning the Discipline. Being forgetful, what I grasp, I forget. It is difficult for a woman to follow the Teacher for life. How then should I act? Then that bhikkhunī told this matter to the bhikkhunīs. The bhikkhunīs told this matter to the bhikkhus. The bhikkhus told this matter to the Blessed One. "I allow, bhikkhus, bhikkhus to recite the Discipline to bhikkhunīs." Then it occurred to the bhikkhus, "What punishment should be imposed?" They reported this matter to the Blessed One. "Bhikkhus, that bhikkhu is to be made not to be saluted by the community of bhikkhunīs." Now at that time, the group-of-six bhikkhus were exposing their bodies to bhikkhunīs, exposing their thighs to bhikkhunīs, exposing their private parts to bhikkhunīs, making suggestive remarks to bhikkhunīs, engaging in sexual intercourse with bhikkhunīs— thinking, "Perhaps they will become infatuated with us." They reported this matter to the Blessed One. "Bhikkhus, a bhikkhu should not expose his body to bhikkhunīs, nor expose his thigh to bhikkhunīs, nor expose his private parts to bhikkhunīs, nor make suggestive remarks to bhikkhunīs... Ah, one should not associate with bhikkhunis. Whoever associates, incurs an offense of wrong-doing. I allow, monks, to impose a penalty on that bhikkhu. Then it occurred to the monks: "What penalty should be imposed?" They reported this matter to the Blessed One. "That bhikkhu, monks, should be made not to be saluted by the community of bhikkhunis." Now at that time, the group-of-six bhikkhunis splashed a bhikkhu with muddy water, thinking: "Perhaps he will become attached to us." They reported this matter to the Blessed One. "Monks, a bhikkhu should not be splashed with muddy water by a bhikkhuni. Whoever splashes, incurs an offense of wrong-doing. I allow, monks, to impose a penalty on that bhikkhuni." Then it occurred to the monks: "What penalty should be imposed?" They reported this matter to the Blessed One. "I allow, monks, to make a barrier." When a barrier was made, they did not heed it. They reported this matter to the Blessed One. "I allow, monks, to suspend their instruction." Now at that time, the group-of-six bhikkhunis exposed their bodies to bhikkhus, exposed their breasts to bhikkhus, exposed their thighs to bhikkhus, exposed their genitals to bhikkhus, spoke intimately with bhikkhus, associated with bhikkhus, thinking: "Perhaps they will become attached to us." They reported this matter to the Blessed One. "Monks, a bhikkhuni should not expose her body to bhikkhus... ...nor expose her breasts to bhikkhus, nor expose her thighs to bhikkhus, nor expose her genitals to bhikkhus, nor speak intimately with bhikkhus, nor associate with bhikkhus. Whoever associates, incurs an offense of wrong-doing. I allow, monks, to impose a penalty on that bhikkhuni." Then it occurred to the monks: "What penalty should be imposed?" they say? They reported this matter to the Blessed One. "I allow, monks, to make a barrier." When a barrier was made, they did not accept it. They reported this matter to the Blessed One. "I allow, monks, to suspend the instruction." Then it occurred to the monks: "Is it proper to perform the Uposatha with a nun whose instruction has been suspended, or is it not proper?" They reported this matter to the Blessed One. "No, monks, the Uposatha should not be performed with a nun whose instruction has been suspended, as long as that case has not been settled." 412. At that time, Venerable Udāyī, having suspended the instruction, went on a wandering tour. The nuns complained, grumbled, and criticized: "How can Venerable Udāyī, having suspended the instruction, go on a wandering tour!" They reported this matter to the Blessed One. "No, monks, one should not go on a wandering tour after suspending the instruction. Whoever goes, there is an offense of wrong-doing." At that time, foolish, incompetent monks suspended the instruction. They reported this matter to the Blessed One. "No, monks, the instruction should not be suspended by a foolish, incompetent person. Whoever suspends it, there is an offense of wrong-doing." At that time, monks suspended the instruction without a basis, without a reason. They reported this matter to the Blessed One. "No, monks, the instruction should not be suspended without a basis, without a reason. Whoever suspends it, there is an offense of wrong-doing." At that time, monks, having suspended the instruction, did not give a decision. They reported this matter to the Blessed One. "No, monks, after suspending the instruction, a decision should not be withheld. Whoever withholds it, there is an offense of wrong-doing." 413. At that time, nuns did not go for instruction. They reported this matter to the Blessed One. "No, monks, a nun should not fail to go for instruction. Whoever fails to go, as is proper..." “Oh, it must be done!” Now at that time, the entire assembly of bhikkhunīs went for instruction. People complained, grumbled, and spread rumors: “These are their wives, these are their mistresses! Now they will enjoy themselves with them!” They reported this matter to the Blessed One. “Bhikkhus, the entire assembly of bhikkhunīs should not go for instruction. If they go, there is an offense of dukkata. I allow, bhikkhus, four or five bhikkhunīs to go for instruction.” Now at that time, four or five bhikkhunīs went for instruction. People complained, grumbled, and spread rumors just as before: “These are their wives, these are their mistresses! Now they will enjoy themselves with them!” They reported this matter to the Blessed One. “Bhikkhus, four or five bhikkhunīs should not go for instruction. If they go, there is an offense of dukkata. I allow, bhikkhus, two or three bhikkhunīs to go for instruction.
