He does not know an offense, he does not know a non-offense, he does not know a light offense, he does not know a heavy offense, and for him, both Pātimokkhas are not well-received in detail, not well-analyzed, not well-practiced, not well-determined by sutta and by detailed explanation, he is less than ten years ordained – By these six qualities, monks, a bhikkhu should not give ordination, should not give reliance, should not attend to a novice. He knows an offense, he knows a non-offense, he knows a light offense, he knows a heavy offense. And indeed, both Pātimokkhas are well-received by him in detail, well-divided, well-recited, well-investigated according to the suttas and according to the detailed explanations. He is ten years old, or more than ten years old. Monks, a bhikkhu endowed with these six qualities may give ordination, may give dependence, may attend to a novice.
