6. The Section on Training Rules (Bhikkhunī Analysis) 1. The Chapter on Proper Wearing These, indeed, venerable ones, are the Sekhiya rules that come up for recitation. 1240. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. At that time, indeed, the group of six bhikkhunīs wore their lower robes hanging down in front and behind. People complained, grumbled, and criticized: "How can bhikkhunīs wear their lower robes hanging down in front and behind, just like laywomen, enjoyers of sensual pleasures!" The bhikkhunīs heard those people complaining, grumbling, and criticizing. Those bhikkhunīs who were of few desires... complained, grumbled, and criticized: "How can the group of six bhikkhunīs wear their lower robes hanging down in front and behind!" ... "Is it true, bhikkhus, that the group of six bhikkhunīs wear their lower robes hanging down in front and behind?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked them... "How can the group of six bhikkhunīs, bhikkhus, wear their lower robes hanging down in front and behind!" "This, bhikkhus, is not for the conviction of the unconvinced..." "And thus, bhikkhus, the bhikkhunīs should recite this training rule:" "‘I will wear my lower robe in a proper manner’ – this is a training to be observed." The lower robe should be worn properly, covering the navel and the knees. If, due to disrespect, one wears it hanging down in front or behind, there is an offense of wrong-doing. There is no offense if not intending, if unmindful, if not knowing, if ill, in times of danger, if insane, if it is the first offense... (abbreviated). 7. The Chapter on Footwear 1241. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. At that time, indeed, the group of six bhikkhunīs passed stool, urine, and spat into the water. People complained, grumbled, and criticized: "How can b The bhikkhunis will discharge feces, urine, and saliva in the water, just like laywomen who enjoy sensual pleasures! The bhikkhunis heard those people complaining, murmuring, and criticizing. Those bhikkhunis who were of few desires complained, murmured, and criticized: "How can the group-of-six bhikkhunis discharge feces, urine, and saliva in the water?" Then the bhikkhunis reported this matter to the bhikkhus. The bhikkhus reported this matter to the Blessed One. Then the Blessed One... questioned the bhikkhus: "Is it true, bhikkhus, that the group-of-six bhikkhunis discharge feces, urine, and saliva in the water?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked them... "How can the group-of-six bhikkhunis, bhikkhus, discharge feces, urine, and saliva in the water!" "This, bhikkhus, is not for the conversion of the unconverted... And thus, bhikkhus, the bhikkhunis should recite this training rule:" "I will not discharge feces, or urine, or saliva in the water." "This is a training to be observed." Thus this training rule was laid down by the Blessed One for the bhikkhunis. Now at that time, sick bhikkhunis felt scrupulous about discharging feces, urine, and saliva in the water. They reported this matter to the Blessed One... "I allow, bhikkhus, a sick bhikkhuni to discharge feces, urine, and saliva in the water." "And thus, bhikkhus, the bhikkhunis should recite this training rule:" "I will not, when not sick, discharge feces, or urine, or saliva in the water." "This is a training to be observed." When not sick, feces, urine, or saliva should not be discharged in the water. Whoever, out of disrespect, when not sick, discharges feces, or urine, or saliva in the water, commits an offense of wrong-doing. There is no offense if done unintentionally, without mindfulness, unknowingly, if sick, or if discharged on land and it flows into the water. Or, in calamities, to a madwoman, to one whose mind is deranged, to one afflicted by pain, to the first offender. The fifteenth training rule is finished. The seventh section, on footwear. Indeed, venerable ones, the training rules have been recited. Therein, venerable ones, I ask: "Are you pure in this?" A second time also I ask: "Are you pure in this?" A third time also I ask: "Are you pure in this?" Venerable ones, you are pure in this, therefore you are silent, thus I take it to be. The section on training rules is finished.
