At the dedication of that monastery, he wanted to give untimely robes to both Saṅghas. Now at that time, the kathina had been spread by both Saṅghas. Then that lay follower approached the Saṅgha and requested the removal of the kathina. They reported this matter to the Blessed One. Then the Blessed One, on this occasion, in this connection, gave a discourse on the Dhamma and addressed the bhikkhus: "I allow I allow, monks, to take up the Kathina. And thus, monks, the Kathina should be taken up. By a competent and capable monk, the Saṅgha should be informed – May the Saṅgha, venerable sirs, hear me. If it is suitable for the Saṅgha, the Saṅgha should take up the Kathina. This is the motion. May the Saṅgha, venerable sirs, hear me. The Saṅgha takes up the Kathina. To whichever venerable one the taking up of the Kathina is agreeable, let him be silent; to whom it is not agreeable, let him speak. The Kathina has been taken up by the Saṅgha. It is agreeable to the Saṅgha, therefore it is silent. Thus I hold this. Then that lay follower approached the community of bhikkhunis and requested the taking up of the Kathina. Bhikkhuni Thullanandā – thinking "The robe will be ours" – obstructed the taking up of the Kathina. Then that lay follower complained, grumbled, and criticized: "How is it that the bhikkhunis do not give us the taking up of the Kathina!" The bhikkhunis heard that lay follower complaining, grumbling, and criticizing. Those bhikkhunis who were of few desires... they complained, grumbled, and criticized: "How is it that venerable Thullanandā obstructs the lawful taking up of the Kathina!" ... "Is it true, monks, that Bhikkhuni Thullanandā obstructs the lawful taking up of the Kathina?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... "How, monks, can Bhikkhuni Thullanandā obstruct the lawful taking up of the Kathina!" "This, monks, is not for the conviction of the unconvinced..." And thus, monks, the bhikkhunis should recite this training rule – Whatever bhikkhuni obstructs the lawful taking up of the Kathina, there is an offense of expiation. Whatever means: whatever kind... bhikkhuni means... the bhikkhuni intended in this context. A lawful taking up of the Kathina means: the united community of bhikkhunis, having assembled, takes it up.
