8. The eighth training rule 1154. At that time, the Buddha, the Blessed One, was dwelling in Sāvatthī, in Jeta's Grove, in Anāthapiṇḍika's monastery. Now at that time, a certain probationer approached the bhikkhunī Thullanandā and asked for ordination. The bhikkhunī Thullanandā, having said to that probationer, "If you, venerable one, follow me for two years, then I will ordain you," neither ordained her nor made any effort for her ordination. Then that probationer reported this matter to the bhikkhunīs. Those bhikkhunīs who were of few wishes... etc. they complained, grumbled, and criticized: "How can the venerable Thullanandā, to a probationer, having said, 'If you, venerable one, follow me for two years, then I will ordain you,' neither ordain her nor make any effort for her ordination?"... etc. "Is it true, monks, that the bhikkhunī Thullanandā, to a probationer, having said, 'If you, venerable one, follow me for two years, then I will ordain you,' neither ordains her nor makes any effort for her ordination?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... etc. "How can the bhikkhunī Thullanandā, monks, to a probationer, having said, 'If you, venerable one, follow me for two years, then I will ordain you,' neither ordain her nor make any effort for her ordination! This, monks, is not for the conversion of the unconverted... etc. And thus, monks, let the bhikkhunīs recite this training rule: 1155. "Whatever bhikkhunī, to a probationer, having said, 'If you, venerable one, follow me for two years, then I will ordain you,' and later, though there is no impediment, neither ordains her nor makes any effort for her ordination, she commits an offense of expiation." 1156. "Whatever" means: whatever kind of... etc. "Bhikkhunī" means... etc. this one in this the bhikkhunī who is desired for the purpose. A sikkhamānā is one who has trained for two years in the six precepts. "If you, venerable one, will attend to me for two years," means if you will serve for two years. "Then I will ordain you," means then I will give you the higher ordination. "She, afterwards, being free from obstacles," means if there is no obstacle. "Should not ordain," means should not ordain herself. "Should not make effort for ordination," means should not command another. "I will neither ordain nor make effort for ordination" – as soon as this resolve is abandoned, there is an offense of pācittiya. 1157. There is no offense if there is an obstacle, if she searches but does not find, for a sick one, in dangers, for an insane one, for the first offender. The eighth training rule is finished. 9. The ninth training rule 1158. At that time, the Buddha, the Blessed One, was staying at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. At that time, the bhikkhunī Thullanandā ordained a sikkhamānā who was associated with men, associated with boys, fierce, given to sorrow, and ill-tempered. Those bhikkhunīs who were of few wishes… complained, grumbled, and criticized – "How can the venerable Thullanandā ordain a sikkhamānā who is associated with men, associated with boys, fierce, given to sorrow, and ill-tempered?"… "Is it true, O bhikkhus, that the bhikkhunī Thullanandā ordained a sikkhamānā who was associated with men, associated with boys, fierce, given to sorrow, and ill-tempered?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her… "How can, O bhikkhus, the bhikkhunī Thullanandā ordain a sikkhamānā who is associated with men, associated with boys, fierce, given to sorrow, and ill-tempered! This, O bhikkhus, is not for the conversion of the unconverted… And thus, O bhikkhus, the bhikkhunīs should recite this training rule… Let them declare the offense – 1159. "Whatever nun should ordain a probationer associated with men, associated with boys, ill-tempered, causing sorrow, there is an offense of expiation." 1160. "Whatever" means whatever kind of... ... "Nun" means... ... in this context, the nun intended here. A man is one who has reached twenty years. A boy is one who has not reached twenty years. "Associated" means associated inappropriately by body or speech. "Ill-tempered" means one who is angry. "Causing sorrow" means one who causes suffering to others, enters into sorrow. "Probationer" means one who has trained for two years in the six precepts. "Should ordain" means should give higher ordination. "I will ordain her" if she seeks the Sangha or the instructress, or seeks a bowl or robes, or defines the boundary, there is an offense of wrong-doing. Wrong-doing with the motion. Wrong-doing with two proclamations. At the end of the proclamation, the preceptor incurs an offense of expiation; and the Sangha and the instructress incur an offense of wrong-doing. 1161. No offense if she ordains unknowingly, if she is insane, if she is the first offender. The ninth training rule is finished. 10. The tenth training rule 1162. At that time the Buddha, the Blessed One, was dwelling in Savatthi, in Jeta's Grove, Anathapindika's monastery. Now at that time the nun Thullananda ordained a probationer without the permission of her parents or her husband. The parents and the husband complained, grumbled, and criticized: "How can the venerable Thullananda ordain a probationer without our permission!" The nuns heard the parents and the husband complaining, grumbling, and criticizing. Those nuns who were of few wishes... ... they complained, grumbled, and criticized: "How can the venerable Thullananda ordain a probationer without the permission of her parents or her husband!" ... "Is it true, O monks, that the nun Thullananda ordained a probationer without the permission of her parents or her husband?" ‘It is true, Blessed One.’ The Buddha, the Blessed One, rebuked her… ‘How can Thullanandā the bhikkhunī, monks, give ordination to a trainee without the permission of her parents or her husband? This, monks, is not for the appeasement of the unappeased… And thus, monks, bhikkhunīs should recite this rule: 1163. ‘Whatever bhikkhunī ordains a trainee without the permission of her parents or her husband, it is a pācittiya.’ 1164. ‘Whatever’ means whoever, of whatever kind… ‘Bhikkhunī’ means… This bhikkhunī is intended in this context. ‘Parents’ are called begetters. ‘Husband’ is one by whom she is taken. ‘Without permission’ means without asking. ‘Trainee’ means one who has trained for two years in the six doctrines. ‘Ordains’ means gives higher ordination. If, intending ‘I will ordain her,’ she seeks a chapter, or a preceptor, or a bowl, or robes, or consecrates a boundary, there is an offense of dukkata. At the ñatti, a dukkata. At the two kammavācās, dukkata. At the completion of the kammavācā, the upajjhāyā incurs a pācittiya. The chapter and the preceptor incur a dukkata. 1165. There is no offense if she ordains without knowing, if she ordains after obtaining permission, if she is insane, if she is the first offender. The Tenth Rule is finished. 11. The Eleventh Rule 1166. At that time, the Buddha, the Blessed One, was dwelling in Rājagaha, in Veḷuvana, the Kalandakanivāpa. Now at that time, Thullanandā the bhikkhunī, intending ‘I will ordain a trainee,’ assembled the elder bhikkhus. Seeing much hard food and soft food, she said, ‘I will not ordain the trainee just yet, venerable sirs.’ Having dismissed the elder bhikkhus, she assembled Devadatta, Kokālika, Kaṭamodakatissaka, Khaṇḍadevī’s son, and Samuddadatta, and ordained the trainee. Those bhikkhunīs who were of few wishes… they complained, grumbled, and criticized, ‘How can the venerable Thullanandā ordain a trainee with a probationary vote… ...so it is... "Is it true, monks, that Thullanandā the bhikkhunī ordains a trainee by giving consent for her probation?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... "How can Thullanandā the bhikkhunī, monks, ordain a trainee by giving consent for her probation? This, monks, is not for the appeasement of the unappeased... And thus, monks, the bhikkhunīs should recite this training rule: 1167. "Whatever bhikkhunī should ordain a trainee by giving consent for her probation, it is a pācittiya." 1168. Whatever means: whatever kind... Bhikkhunī means: ... the bhikkhunī intended in this context. By giving consent for her probation means: when the assembly has risen. A trainee means: one who has trained for two years in the six principles. Should ordain means: should give higher ordination. If she thinks, "I will ordain her," and she seeks an assembly, or a preceptor, or a bowl, or robes, or she defines a boundary, there is an offense of dukkata. For the announcement, a dukkata. For the two motion-sentences, dukkata. At the completion of the motion-sentence, the preceptor incurs a pācittiya. The assembly and the preceptor incur an offense of dukkata. 1169. There is no offense if she ordains when the assembly has not risen, if she is insane, if she is the first offender. The Eleventh Training Rule is finished. 12. The Twelfth Training Rule 1170. At that time, the Buddha, the Blessed One, was dwelling in Sāvatthī, in Jeta's Grove, in Anāthapiṇḍika's monastery. At that time, the bhikkhunīs were ordaining every year, and the dwelling place was not sufficient. People complained, grumbled, and criticized: "How can the bhikkhunīs ordain every year, when the dwelling place is not sufficient!" The bhikkhunīs heard those people complaining, grumbling, and criticizing. Those bhikkhunīs who were of few desires... they complained, grumbled, and criticized: "How can the bhikkhunīs..." nuns will give ordination every year.” … “Is it true, monks, that nuns give ordination every year?” “It is true, Blessed One.” The Buddha, the Blessed One, rebuked them… “How can nuns, monks, give ordination every year! This, monks, is not for the conversion of the unconverted… And thus, monks, nuns should recite this training rule: 1171. “Whatever nun gives ordination every year,
