The Lord of Secrets said: "Lord of Lanka, those holy beings are known in the pure lands of the holy ones because they have become the representatives of the King of Dharma. Therefore, they are known as the Regent Holy Beings. Why is that? Lord of Lanka, it is like this: for example, those who have become the head of all great umbrellas, if they are born into the lineage of kings, possess names, know the Dharma, possess retinues, and possess power, they will be honored by many. Similarly, those holy beings are also born into the lineage of all Victors, possess the marks of all names and signs, know the Dharma, possess a retinue of gathering, and possess the ten powers. Because they possess these Dharmas, they are therefore known as Regent Holy Beings. Lord of Lanka, it is also like this: Whoever is born into a royal lineage, whose kingdom is established by the people, who rules the country with strong words, is like becoming the head of all. When the kings are completely perfected, the gods and the beings of the world establish the King of Dharma, and then manifest enlightenment. Lord of Lanka, in this way, those holy beings who possess five Dharmas, in the place where the great breath is completely fulfilled, in Ghana Veda, from the endless realm of the holy ones, countless Victors gather together like summer clouds in the sky, and all together, with one voice, empower with the power of the name of the Regent Holy Being, the King of Dharma. Thus, some empower with power in the lineage of the Vajra family and clan. Some empower with power in the lineage of the Jewel family and clan. Some empower with power in the lineage of the Padma family and clan.

Some are shown as being like countless Victors and are empowered. Some are shown as being like two form bodies and are empowered. Some are empowered because the time has come to appear on the throne. Some are empowered because the time has come to manifest as a Buddha. Some are empowered because the time has come to definitely receive prophecy. Some are empowered because the time has come to be certain of the secret essence. Some give empowerment through empowerment like a jewel crest. Some give empowerment through empowerment like the burning sun and moon vajra. Some give empowerment through empowerment like a lineage mudra. Some give empowerment through empowerment like a diamond. Some give empowerment completely purely like Tushita. Some give empowerment completely purely like Akanishta. Some give empowerment to the place of the essence of enlightenment, Ghana. Some give empowerment like a palace of dominion, and so on. Some give like a Dharma king's successor. Some give like perfect enjoyment. Some give like the lord of Dharma himself. Some give like the lord of secrets. Lord of Lanka, the meaning of empowerment: cause, attainment, non-attainment, place, vessel, distinct characteristic, these seven summarize this meaning. Lord of Lanka, for that, the cause is the five great yogas: the yoga of desire, the yoga of distinguishing great lineages, the yoga of emitting great breath, the yoga of obtaining great prophecy, and the yoga of perfecting great power, should be understood as such. Lord of Lanka, the measure of attainment is like this: completely understanding the training, seeing suchness itself, not being timid about any object of knowledge, and being free from any fear.

Lord of Lanka, what becomes a vessel is lineage, great accomplishment perfected, compassion arising, and others becoming independent. Lord of Lanka, the difference is like this: obtained through effort, and obtained through empowerment. Lord of Lanka, obtaining through effort is like this: The secret intention of all Buddhas, having realized it, to whom it is clarified, is the most supreme of all powers, and the three realms empower it. Lord of Lanka, what is obtained through empowerment is to know for whom it is beneficial and through what only the ability. Lord of Lanka, the sign is like this: the supreme crown appears, for whom the divine throne is not placed, naturally perfectly accomplished, and infinite rays of light increase. Lord of Lanka, if it is like that, therefore those supreme beings are completely known as the supreme Dharma Kings in the pure land of the supreme ones. Lord of Lanka, also regarding empowerment, focus your mind on this. The source and the river of fame, the realm and the senses, the necessity, the method and the place, the sign and the meaning, are perfected by this collection.
